Box 277 Waunakee, WI 53597-0277 Phone 608-849-4162 Fax 608-849-5062

May 25,2010

Neighbors of the Meinholz Quarry
Town of Springfield

Re: CUP for concrete batch plant for Highway construction projects

Dear Neighbors:

I am writing this letter to our neighbors of the Meinholz Quarry to explain our request for a long
term conditional use permit ("CUP") for the citing of portable concrete batch plants at the
Meinholz Quarry, as necessary for highway projects in the area.

As you know, our CUP application was approved by the township and the Dane County Planning
and Zoning committee in Apri12008, for the construction of Mineral Point Road. This project
was completed and the concrete batch plant was dismantled. To the best of our knowledge, there
were no conflicts with this project or the operation of the batch plant during the 2008 construction
season.

At the public hearings with both the township and Dane County ZLR, there was discussion about
long term CUP for concrete batch plants for highway work in the area. A consensus was reached
that we use the 2008 construction season as a trial time to establish whether there would be any
conflicts with the neighborhood and the surrounding area. Again, we are not aware of any
conflicts. We now have another project in the area (Park Street) and we will need a CUP to
complete the project. We feel it would be a good time to consider a long-term CUP.

This proposal is for citing concrete batch plants at the Meinholz Quarry as necessary when
concrete paving work is being done in the area. This is not a request for a permanent plant
location at the Meinholz Quarry but a request for the ability to site batch plants, as projects
reqUIre.

We will be presenting our proposal before the town plan commission and town board. I
encourage anyone with questions or concerns to attend these meetings.

Please feel free to contact me with any questions or concerns prior to the meeting. My direct dial
telephone number is 608-849-0019 or via cell at 608-445-4416. I would be happy to speak with
you via phone or in-person.

~ . cerel'f,... .i'/
!t'; L ~;:,___.
Tim Ge07
