The neighborhood plan, <br />which is now in draft form, provides the framework and general design considerations for <br />infrastructure improvements on a larger neighborhood scale. The COP, which was <br />developed in conjunction with preliminary engineering for the roadways, provides more <br />detailed planning for the Novation Campus within the framework of the neighborhood <br />plan. Further, the CDP, a traffic study and the resulting engineering were developed in <br />cooperation with City of Fitchburg planning and public works departments as well as the <br />Dane County Highway Department. Thus, the CDP, the traffic study and the resulting <br />engineering, rather than the neighborhood plan, should be viewed as the guide to <br />development of Novation Campus II. <br /> <br />Right-of-Way (ROW) Width <br />The draft neighborhood plan shows one "potential" cross section with a 75' right-of-way <br />(ROW) to include the ability in certain desired areas to provide angled and parallel <br />parking. However, a neighborhood plan cannot provide the detail that is required to <br />address all conditions for every roadway. Since angle parking in combination with <br />parallel parking will only be provided in select areas, the Town and the developer agreed <br />to a 70 foot ROW on Novation Parkway and Synergy Street with the ability to place the <br />sidewalk in a public easement to accommodate this condition where desired. The public <br />sidewalk easement was discussed and shown on preliminary engineering plans provided <br />to City of Fitchburg staff to which there was no objection. The 70' ROW will be <br />adequate for locations where angle parking and parallel parking is desired with a portion <br />of the public sidewalk within a public easement. However, the 70' ROW will be <br />satisfactory for all other conditions with the sidewalk within the ROW. Since no angle <br />parking is anticipated on Venture Drive, the Town and the developer agreed to a sixty-six <br />foot ROW. The ROW widths for all roads in the plat were approved by the City of <br />Fitchburg Plan Commission on August 5 and Common Council August ] 2, which has <br /> <br />Page I <br />
