': f

extraterritorial platting jurisdiction and which have approved the preliminary plat.
Sidewalks and bike lanes are planned for both sides of all streets within the plat.
Traffic Calming
The neighborhood plan provides examples of traffic calming techniques such as
bumpouts and narrow drive lanes as general design principles. These principles are
incorporated into the preliminary design and include narrow drive isles and bumpouts in
strategic locations (but not at every comer) along with street parking to slow traffic
speeds.

Landscaping
Terrace landscaping will be completed in accordance with applicable ordinances.

Intersection Improvements and Signalization
A traffic study and preliminary engineering for intersection improvements has been
completed with input/requirements from Dane County Department of Public Works,
Highways and Transportation as well as the City of Fitchburg engineering department.
Novation Parkway/Rimrock and Synergy/Rimrock intersections will be signalized and
Venture/Rimrock and Novation Parkway/Ski Lane intersections will not be signalized.

The Town of Madison intends to complete much of the required infrastructure as a public
project. While the traffic study and preliminary engineering has been completed, there is
much more work to do as final engineering is completed. Therefore, we would suggest
that instead of providing specific design details as a condition to your approval of the
Novation Campus 11 plat, that you provide the following condition:

The Town and/or the developer as the case may be win complete the public
improvements within the boundaries of the Novation Campus II plat (and
portions of Rimrock Road and Ski Lane adjacent to the plat), in accordance
with the Novation Campus Traffic Study updated as of August 2007, in
phases as the progress of the development warrants and as may be further
amended with the approval of the staffs of the City of Fitchburg (relative to
local roads) and the Dane County Department of Public Works, Highways
and Transportation (relative to Rinlrock Road.)

This proposed condition would link in more specific details while allowing flexibility for
change (subject to approval of authorities with jurisdiction) as the final engineering is
completed.

Thank you in advance for you consideration.

SiI1~ ~

D.
