<br />PROPOSED CONDITIONS for "REZONE PETITION #9900" <br />FOR THE SOUTHDALE NEIGHBORHOOD <br />Southdale-Rimrock Neighborhood Association info@Southdalerimrock.org July 9, 2008 <br /> <br />In order to move forward with the redevelopment of our neighborhood, we propose that specific conditions be <br />included in the approval of the Preliminary Plat and Rezone Petition #9900, submitted by the Alexander Company. <br />We hope this proposal serves as a foundation for cooperation and dialog. We believe that the redevelopment of our <br />area should proceed expeditiously, but we also believe that public dollars and resources should be used for public <br />good. The Southdale-Rimrock Neighborhood Association (SRNA) is proud to be part of better dialog and a <br />democratic process of neighborhood transformation. Weare happy to elaborate on these proposals. <br />CONDITIONS: <br />. COMMUNITY BENEFITS AGREEMENT <br />. that the Alexander Company and the SRNA agree to negotiate a legally-enforceable contract setting <br />forth community benefits to be included in the redevelopment. <br /> <br />. ACCOUNTABILITY & COMMUNICA TION <br />. that the SRNA, the Alexander Company, and the various municipalities form a body dedicated <br />to oversight of the development; that this body be included in the Neighborhood Plan and be <br />called "Task Force," "Implementation Team," or similar; <br />. that all studies, permits, grants, plans and proposals be communicated to the SRNA at conception <br /> <br />. <br /> <br />. GOOD LOCAL JOBS <br />. that standards for recruitment, training, hiring, and wages be established for developers and <br />tenants in the Novation Campus <br />. local hiring should include a "first source" provision, 350/0 minority contractors in construction, job <br />training, regular job fairs and recruitment, and a living wage. <br /> <br />. <br /> <br />. AFFORDABLE HOUSING <br />. that permanently affordable housing be included in the redevelopment, with special <br />considerations for first-time, low-income buyers <br />. the SRNA opposes plans that lead to gentrification and displacement of current residents <br /> <br />. <br /> <br />. COMMUNITY COMMERCIAL/SERVICES <br />. that space be set aside for locally-owned small business incubator, including neighborhood retail <br />such as dry cleaners, restaurant/cafe, and grocery. <br />. that space be set aside for affordable rentals for non-profit service providers such as Joining Forces <br />For Families, the Family Resource Center, the SRNA, and community organizations. <br /> <br />. <br /> <br />. COMMUNITY CENTER <br /> <br />. that space be set aside for development of a community center, with community input and <br />participation <br /> <br />. <br /> <br />. ENVIRONMENTAL/AGRICULTURAL <br />. that space in the redevelopment be set aside for additional public spaces, including park and <br />outdoor community gathering spaces, with an emphasis on preservation of woodland and <br />hardwood habitat <br />. that the current urban agriculture/community garden space (Drumlin Community Garden & Farm) be <br />preserved and given long-term tenure, either through sale or lease of land <br /> <br />. <br /> <br />. SUSTAINABILITY/GREEN BUILDING <br />
