Staff recommends that if the property is to be re-zoned, <br /> it should be re-zoned to R-2 instead of R-4, since the proposed use requires a CUP in either district. <br /> Summary <br /> In spite of the concerns raised within this report,staff recognizes the unfortunate need for this type of <br /> housing within the community. A use of this nature is often times met with resistance no matter where it <br /> is proposed. Staff does not anticipate negative impacts to surrounding uses, if the proposed use is <br /> managed in a manner consistent with the applicant's letter of intent. However,staff does wish to <br /> emphasize a desire to eventually develop this area in a manner consistent with the City's long range plan. <br /> Staff Recommendation: <br /> Staff recommends approval of the conditional use request to operate a homeless shelter at 3392 Brooks <br /> Drive,provided the zoning of this site is R-2 Residential and subject to the following conditions: <br /> 1. All building and plumbing codes shall be met for the approved occupancy. <br /> 2. The parking area shall be striped in a manner to identify each parking space. <br /> 3.
