This property is in the Town of Burke,but is located in an area that is slated for attachment to the City per <br /> the Burke/DeForest/Sun Prairie/Madison Cooperative Plan—a four party agreement regarding lands <br /> within the Town of Burke that was reached in 2007. Per the agreement,all"development"that occurs <br /> within the Boundary Adjustment Area—Sun Prairie(BAA-S)shall be reviewed and approved by the City <br /> before it is approved by the Town.The term development is narrowly defined,but it does include re- <br /> zonings such as that being currently proposed.Therefore,the City does have review and approval <br /> authority over the proposal, although the final decision on the rezone rests with Dane County. <br /> The Town Plan Commission recommended approval of the proposal at its December 215`meeting,with <br /> the Board's action scheduled for January 215`and being subject to approval by the City.The County's <br /> Zoning and Land Regulation Committee is scheduled to action on these requests this February. <br /> Staff Comments: <br /> If the re-zoning and CUP are approved,all applicable services to the site will be handled by Dane County <br /> until 2037,when the property becomes part of the city;or until the property owner petitions for <br /> attachment into the city. However,the City does plow this portion of Brooks Drive. <br /> There are a few areas of concern regarding this proposal that should be considered before any action is <br /> taken on this item—they are highlighted below. <br /> Transportation <br /> This site is not located along a bus route,nor is it <br /> served by other means of mass transit. In <br /> addition,there are no sidewalks going to or from <br /> this site,since it is located within the Town of <br /> Burke. Due to the relatively close proximity <br /> (approximately 1/4 mile)to the Prairie Lakes <br /> commercial area and Main Street,residents of <br /> the proposed facility may wish to walk to the <br /> retail center,especially in the warmer months. <br /> Staff anticipates that the volume of local <br /> vehicular traffic may increase along Brooks <br /> Drive as the Prairie Lakes area continues to <br /> build out. The images,at right, show the <br /> condition of the shoulders on Brooks Drive near <br /> the site. The upper image is facing west and the <br /> lower image faces east,which includes the <br /> building housing the proposed use on the left <br /> side of the street. <br /> The applicant stated in a phone conversation that <br /> y Y • <br /> most of the residents will have a vehicle or <br /> access to someone with a vehicle;however, staff <br /> has a concern that there may be pedestrian traffic <br /> in very close proximity to the vehicle travel <br /> lanes due to no sidewalks or paved shoulders. It <br /> may be several years before the street is <br /> reconstructed and decisions on sidewalks would <br /> be made at that time. The applicant may wish to <br /> explore the provision of additional transportation <br /> options,especially in the winter time. <br /> 3 <br />
