This action is necessary to <br /> maintain Dane County farmers' eligibility for state Farmland Preservation tax credits, under Chapter 91, Wisconsin <br /> Statutes. All of these parcels fall within either the town's Rural Development Planning area, or within the Urban Service <br /> Area for the City of Verona or the City of Madison As a result, these landowners are ineligible for state farmland <br /> preservation income tax credits. Under recently revised state law, such parcels cannot remain in the A-1(ex) <br /> district. The state Department of Agriculture,Trade and Consumer Protection has given Dane County until 12/31/2014 <br /> to bring our zoning map into compliance with the certified Dane County Farmland Preservation Plan map. (See <br /> http://pdf.countyofdane.com/plandev/planning/news/FPP%2010%20Farmland%20Preservation%20Plan%20Map.pdf) <br /> Under s. 59.69(5), Wis. Stats., any county board supervisor may initiate a rezone petition. Please review the attached <br /> petitions, and if possible, return signed copies to me by Monday, May 12th, so we can schedule this for the ZLR July <br /> 22 public hearing <br /> The Department of Planning and Development has worked closely with the Town of Verona Plan Commission and Town <br /> Board on this project. The A-3 district proposed for most of these lots is identical to the existing A-1(ex) district, with the <br /> exception that landowners in A-3 are not eligible for state farmland preservation income tax credits. Zoning districts for <br /> other smaller parcels were selected to bring these parcels into current zoning compliance and accommodate all existing <br /> uses. I have contacted all affected landowners and have responded and answered questions from a dozen or so <br /> affected landowners. The town held a public meeting on April 24th, to which all affected landowners were <br /> invited. Approximately 25 landowners attended; I gave a presentation on the rezones and answered questions. A few <br /> landowners requested changes to proposed zoning districts, which, in consultation with the Town plan commission, we <br /> accommodated. After the meeting, no attendees or other landowners objected to the petitions as submitted. Once <br /> petitions are submitted, they will follow the normal public hearing process and landowners will receive additional <br /> notices in advance of the ZLR and town public hearings. The town plan commission has authorized the Department of <br /> Planning and Development to submit rezoning petitions as indicated in the attached application. <br /> Please let me know if you have any questions or concerns, and I'll do my best to answer them. I will leave a hard copy of <br /> the attached applications in your inbox at the County Board office. If you don't think you can get signed copies to me by <br /> May 12th, I could have ZLR Chair Patrick Miles sign these at the May 13th ZLR meeting.
