Town of Montrose Land Use Committee <br /> April 28, 2014 Meeting Report <br /> All members were present: Deb Brucaya,Junior Eichelkraut,Jerome Gobel,John Sayles,Tim Schmitt <br /> Minutes are not official until approved by land use committee(LUC)members. <br /> The Town of Montrose uses acreage owned as of September 11, 1978 to determine the number of divisions available. <br /> Minutes of the March 24, 2014 meeting were amended to indicate that Junior was present only as a conditional <br /> use permit (CUP)applicant, not a committee member,and that providing draft LUC minutes will allow them <br /> to be available in time for the monthly town board meeting. The amended minutes were then approved. <br /> The sole item of business was consideration of Donald and Marie Pauli's request to rezone lands in Section 9 <br /> along Observatory Road from A-1 Exc. to a rural home district,to create three home sites. The Pauli's were <br /> represented at the meeting by their two sons,Bill and Larry. The land under consideration is hilly and steeply <br /> sloped; none of it is cropland. Four splits were available on this original farm. One division was used in 2004 <br /> to create a home parcel on Gaffney Road. <br /> The Paulis are unsure whether they will use two or all three of the remaining divisions. Due to the hilly <br /> topography in this area, special care will be needed to obtain safe sight distances for the driveways that will <br /> serve these proposed parcels. The current thinking is that one of the two proposed driveways would be a <br /> shared drive, should three parcels be created. Driveway permits to specifically locate the driveways will come <br /> later in the joint township/county rezone process. A survey has not yet been scheduled. <br /> The across-the-road neighbor was supportive of this proposed rezone and inquired about getting a caution sign <br /> installed to alert approaching motorists to the presence of the neighbor's driveway onto Observatory Road. <br /> She was referred to town board supervisor Dan Palmer. <br /> Committee members agreed that this rezone proposal fits in with the township's LUP. Junior moved and <br /> Deb seconded to recommend township approval of the Pauli's request to rezone lands in Section 9 from <br /> A-1 Exc.to rural home district designations for the purpose of creating three buildable home lots along <br /> Observatory Road. The motion carried unanimously. <br /> John informed committed members that the town may need to extend by approximately 200' an existing road <br /> in Basco to serve the last of the lots previously created by Steve Versnik, which recently sold. Other possible <br /> solutions to access this parcel will be pursued. <br /> John announced his and Ann's current application to serve in the Peace Corps. John would be out of the <br /> country or otherwise unavailable for a minimum of 27 months. Although the choice of his replacement as <br /> LUC chairman is the town board's decision, John urged Tim to seriously consider the post. <br /> There was no additional public input regarding any other land use issue.
