COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> 17. 7432/CUP 1533 Thomas A.Martinson,Rutland 18 <br /> A-1EX to RH-1 and A-2(2)with Conditional Use Permit for Limited Family Business— <br /> Field Tile Installer <br /> Thomas Martinson wishes to separate his existing residence from the 45 acre farm by creating a 2 acre <br /> RH-1 parcel with the house on it. (The house is directly East of an existing shed where Tom <br /> Martinson will continue to operate a farm tractor repair business on land zoned A-B.) Tom also wishes <br /> to create a 2.7 acre A-2(2)parcel for his brother Ken Martinson, who would build a new home there <br /> and move his field tile installation business from Brooklyn to this site under a Conditional Use Permit <br /> for a Limited Family Business. Ken proposes to build a 45'x80' shed for storage of his equipment: "a <br /> tiling machine, a crawler, wheel backhoe, semi(to haul equipment), and a pickup truck." Tom states <br /> that"the tiling equipment usually sits at the site of tile installation and will... seldom"be on the A-2(2) <br /> parcel,nor will there be employees at the A-2(2)site. The storage building would be located on the <br /> North end of the A-2(2)lot, where it is"difficult to see from CTH A and there are trees on the fence <br /> line"between the A-2(2)area and the residential lots (zoned A-1EX)on Mesa Drive. <br /> Note: The A-B area was rezoned under Pet 6514, effective 07/31/1996, and included the following <br /> Deed Restriction: "1. The uses on this property shall be limited to sales, service and repair of farm <br /> machinery/equipment and lawn and garden equipment as well as limiting outdoor storage to no more <br /> than six pieces of farm equipment and machinery." <br /> Soils: 50%Class I-II, 50%Class III <br /> Uses: 100%Pasture <br /> REGIONAL PLANNING <br /> Petition 7432. The proposed residential separation appears reasonably consistent with plan policies. <br /> The ag-related limited family business appears reasonably consistent with policies;however,it is <br /> immediately adjacent to the residential plat. Compatibility or any needed screening can be resolved in <br /> local discussions. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> The existing private sewage system must remain on the same parcel with the dwelling it serves. <br /> DANE COUNTY HIGHWAY <br /> CTH"A"is not a controlled access highway. New access was recently granted, in general area,for <br /> agricultural purposes. An access permit will be required for changes in use of existing access points. <br /> Joint use accesses will be required. <br /> OTHER <br />
