C 5 3q <br /> The Petitioner appeared before the Planning Commission on October 27th- as an informational item on <br /> the agenda. Petitioner asked questions about property at the corner of Highways CC &D-for the <br /> potential placement of a vet clinic. The Commission discussed the groundwater overlay district conditions <br /> which are in place for the parcel discussed. He estimated that 2-3 acres would be used for the clinic and <br /> parking and that the balance of land purchased would remain in agricultural production. Commission <br /> addressed the park fee related to placing a building on this property. Placing a deed restriction on the <br /> property would exclude the parcel from a park fee assessment. (Only one dwelling unit (building in this <br /> case) per 8 acre-requirement satisfied.) Petitioner stated that occassional overnight stays may be <br /> neccessary by staff to attend to animal needs. Commission confirmed that this did not meet criteria for a <br /> residential use. <br /> Petitioner submitted paperwork for rezone petition #7438, which was noticed for a public hearing on <br /> November 24, 1998. The Petitioner's original request was for a rezone to allow a veterinary clinic, which <br /> is a permited use under the C-1 category. The Petitioner has made a change request and would like to <br /> proceed with a rezone and CUP to allow a veterinary hospital and boarding facility on the property (this <br /> will include large animal use- heifer check-ups, etc.). Since the Public Hearing on the 24th was not <br /> noticed for a CUP, this item will be taken up at a Public Hearing on Monday, December 14th. <br /> Commission and neighborhood concerns were identified (via attendees and mail correspondence) and <br /> addressed by the Petitioner, as follows: <br /> I) • Concerns related to traffic at the intersection and access to clinic-Access proposed for both Highway <br /> CC (591 ft. east of intersection) and Fish Hatchery Road (300'souGo-�te�off}): will allow <br /> for ease in traffic movement on roads and within the parcel.(' � c R <br /> -� • Petitioner anticipates one trailer with 10-15 large animals about estimate since <br /> no statistics to use to determine). <br /> 3) • Hours of operation- 8:00 a.m.to 6:00 p.m. (day hours consistent with current clinic).
