MEMORANDUM • <br /> DATE: August 11, 1998 <br /> TO: Planning Committee <br /> Town of Pleas t\Springs <br /> FROM: Jill Wheele <br /> Peg Close <br /> 1690 Tow r Valley Road <br /> Stoughton WI 53589 <br /> RE: Milwaukee Repeater and easement to cellular tower <br /> Since we are unable to attend the Planning Committee meeting scheduled for this Wednesday,we <br /> thought it might be helpful to summarize what has happened from our perspective since the last <br /> planning meeting on 7/8/98. Following the July meeting, we met briefly with Jack Warden from <br /> Milwaukee Repeater and their attorney out in the hallway at the Town Hall. At this time,we <br /> indicated, as we had done earlier at a neighborhood meeting in Utica,that we may be interested in <br /> considering allowing Milwaukee Repeater access to the cellular tower through our property off of <br /> Tower Valley Road. We also suggested that a second alternative might be to approach the tower <br /> from Washington Road by cutting across Irvin Ring's property, then onto ours, and finally onto <br /> Tom Sisulak's land. At this time,both the attorney and Mr Warden indicated that they would be <br /> following up with both possibilities and asked if we were available"in the next month or so." We <br /> indicated we would be. We also indicated that the Washington Road route to the tower would <br /> be much preferred as it would be far away from anyone's homestead and,therefore, would not <br /> likely disturb anyone. This access appeared to address the privacy issue that has been raised <br /> regarding frequent use of the current access road. <br /> Nearly a month went by with no contact made by either Mr Warden or his attorney. Knowing the <br /> August Planning Committee was coming up shortly,we initiated contact with Tom Sisulak to <br /> determine if he had heard anything from Mr Warden or his attorney. He had not. Tom decided to <br /> contact Irvin Ring to see if he had been contacted by Mr Warden. He had not. Tom explained to <br /> Mr Ring the current issue regarding Milwaukee Repeater and the existing easement dilemma and <br /> discussed with him whether he might be interested in negotiating an easement with Milwaukee <br /> Repeater off of Washington Road. Mr Ring seemed very interested in having a road at the back <br /> end of his property to access his crops. With that word of encouragement, Tom then contacted <br /> Mr Warden. <br /> What is important to recognize is that Mr Warden made no attempt to contact any of the <br /> neighbors who might offer a resolution to the existing easement impasse even though he and his <br /> attorney indicated they would do so at the July Planning Committee meeting. Almost an entire <br /> month went by with no contact. It was not until we initiated a call to Tom, who in turn called Mr <br /> Ring and then Mr Warden, did any discussion of alternative access roads begin. This was one <br />
