1750 Skidmore Road
Stoughton,WI 53589
Hm 608/873 6777
Off 608/266-7185
September 24, 1998
Mr.William O'Connor
Wheeler,Van Sickle and Anderson
25 W Main Street,Ste 801
Madison,WI 53703
Re: Dane County Zoning Petition#7271
Dear Mr. O'Connor:
In view of the continuing sentiment expressed by local government officials, most recently at the meeting called t y
Helen Johnson last week, to try to work on alternatives to the access problem of the Milwaukee Repeater Tower
site at 1749 Skidmore Road,I wish to offer yet one more alternative access route MI consideration.
I would be willing to grant Milwaukee Repeater a permanent access route around th;southern perimeter of my
property. This route would consist of a 10 foot wide easement, like the old one, following the southern perimeter
of my property line,as shown on the attached map. Milwaukee Repeater and partners would be required to
construct a road along this route, and upon completion, abandon the portion of the cld easement that runs throng,
my property. I would require a locked gate at the juncture of Skidmore Road, with passage available to me and
agents/tenants of Milwaukee Repeater. I would have further reasonable requirements regarding the clearing of th
trees along this.route. The route would be available with no acquisition cost, but w:th development costs to be
borne by Milwaukee.Repeater and partners. Naturally, its utility would be subject t)agreement with Torn Sisula c
regarding use of the rest of the old easement route. If your client is interested in thi;alternative;this would be
codified by a contractual agreement. This offer will be valid for 30 days from the date of this letter, but may be
withdrawn at any time.thereafter-
Although this route would be longer and less direct to the tower site,it would be along a property boundary,as f.r
as possible from my home and neighboring homes. It would, therefore,be nearly a;unobtrusive as the other routes
offered to you. Since you indicated at last week's meeting that you would accept a iy alternative route through ii
property,I assume these terms should be basically acceptable. Further, since this is a longer, more land consumi ig
route through my property,it should assuage your concerns about an indirect incre se in the value of my propertl.
In the interest of a better long term solution, however,I would still encourage you t consider the more viable route
off Washington Road that has been offered by the neighbors.
If you wish to discuss or accept the above offer, please contact me.
Sincerely,
%/La.,/
Step n W.
