Supervisor Helen Johnson, Chair and Members
Dane County Zoning and Natural Resources Committee
May 4, 1998
Page 3
CellularOne calls to and from Milwaukee, Chicago and the
surrounding areas of Southern Wisconsin and Northern Illinois .
The tower is in compliance with the County' s policies to
avoid the proliferation of towers and to encourage their shared
use. The subject property has been a tower site for nearly a
half century, under the ownership of Wisconsin Telephone Company,
WTMJ, Inc . , and Milwaukee Repeater Service. The tower supports
antennae of a number of public and private carriers, consistent
with the County' s policy to encourage multiple uses of towers .
The tower currently serves Cellular One, the State of Wisconsin
Department of Transportation, two paging companies and numerous
area business and agricultural concerns .
The current access easement extends through approximately
300 feet of Mr. Grohman' s property (Lot 1 of CSM 5588) and some
1800 feet of the Tom Sisulak farm located in the South half of
Section 25 of the Town of Pleasant Springs .
During the year following approval of the CUP, Milwaukee
Repeater Service has made contact with every landowner adjacent
to the tower site in an effort to obtain an alternative access
site . None of these owners is willing to grant an easement or
right of way for this purpose . Mr. Sisulak has indicated that he
does not object to the continued use of the easement in its
present location. However, he and the other owners of lands
adjacent to the tower site have indicated that they would not
support the laying out of a substitute access road over existing
farmland and woods. As a result, the owner has been unable to
meet the condition imposed on the rezone of the property.
The Deed Restriction provides for its amendment or
termination in the manner provided in Sec . 10 .255 (3) (a) 2 . of the
Dane County Ordinances . The owner respectfully requests that
Dane County amend the Deed Restriction to delete the requirement
that the owner discontinue vehicular use of its existing easement
and obtain a new easement . The owner does not request
termination of the remaining deed restrictions or CUP
requirements .
