III. CONCLUSIONS <br /> A. Summary of main issues/findings <br /> The proposed development complies with the density standards adopted by the Town of Roxbury <br /> and the county for nonfarm residential development in an agricultural preservation area. Neither <br /> the proposed building site nor the proposed driveway would disturb prime farm soils or soils of <br /> statewide signficance. Steep slopes may pose some practical difficulties and potential erosion <br /> risk, but these issues can be resolved through appropriate erosion control, engineering and design <br /> standards. <br /> The proposed relocation of the field road 4 feet to the south would not seem to conflict with the <br /> existing easement held by the Ice Age Trail Foundation. The road relocation and redesign would <br /> disturb a small area of land currently shown as cropland in Land Conservation Department- <br /> approved farm plans. However, the portion of the property near the proposed driveway appears <br /> to be marginal farmland and has not been actively cropped for some time. Whether the relatively <br /> small disturbance associated with a four-foot relocation of the existing field road is significant <br /> enough to create a conflict with Town/County plan standards prohibiting driveways from <br /> crossing agricultural land is a fairly debatable point. <br /> B. Suggested conditions of approval <br /> If the committee decides to approve this petition, it may wish to consider the following condition <br /> (in addition to the three conditions proposed by the Town of Roxbury in their 3/2/99 <br /> correspondence): <br /> 4. Prior to the issuance of erosion control or zoning permits, the landowner shall <br /> submit an Erosion Control Plan approved by the Dane County Land Conservation <br /> Department. In addition to meeting the normal requirements of Chapter 14 of the Dane <br /> County Code, such plan shall include specific recommendations to maintain the site's <br /> pre-development stormwater runoff conditions and existing drainage patterns. <br /> 4 <br />
