COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> 23. 7403 Steven&Rene Ripp,M.J.Pulvermacher-Tesar,and John&Hildegard <br /> Mefford(Arrow Land Surveying,agent),Springfield 04 and 05 <br /> A-1Ez and C-2 to R-1,A-2(4),and C-2 <br /> A 4-lot Certified Survey Map is proposed to create one R-1 parcel,two C-2 parcels and one A-2(4) <br /> parcel, with some minor lot line adjustments among the above owners, specifically: <br /> 1.) Separate Marjorie Pulvermacher-Tesar's single family residence from the remainder of her 5.153 <br /> acre parcel by creating a 0.50 acre R-1 parcel. Her property--Lot 2, CSM 2997--includes 3.9+- <br /> acres A-EX and 1.3+-acres of a 1.9+-acre `triangle' of land zoned C-2(Pet 1108, effective <br /> 04/13/1966.) The land being rezoned to R-1 includes 0.45+-acres A-1EX and 0.5+-acres C-2; <br /> 2.)The A-1EX land remaining after Pulvermacher's R-1 lot is created would be combined with her <br /> existing C-2 land and a 0.24 acre `strip' of A-1EX land owned by Steve Ripp to create a 4.53 acre C-2 <br /> parcel for the existing large commercial building currently being used as a woodworking shop (and <br /> formerly occupied by Springfield Welding.) There is also a smaller garage on this property. <br /> 3.) At the same time,two small rectangles of A-1EX land totaling 0.3+- acres are being transferred <br /> between Pulvermacher and John Mefford to correct a problem created"because a portion of his land <br /> was incorrectly platted by CSM#2997 in 1978." He is asking to rezone the resulting 6.34 acre parcel <br /> from A-1EX to A-2(4)to bring it into zoning compliance. The A-2(4)acre parcel includes Mefford's <br /> home. <br /> 4.) Finally, 5.04 acres owned by Steve Ripp,lying immediately East of Pulvermacher's new C-1 <br /> parcel,would be rezoned from A-1EX to C-1 "to be sold...for a landscaping/playground equipment <br /> business. Ripp's will have 242 acres A-1EX remaining. <br /> Note: These parcels are located just Northeast of Springfield Corners. An unnamed pond and <br /> intermittent stream are located partly on the A-2(4)acre parcel, and within 300' of the other two <br /> parcels. <br /> Note also: The remainder of the C-2 `triangle' mentioned in 1.)above lies on an adjacent 1.554 acre <br /> parcel owned by Marjorie and Harvey Tesar. There is a SFR on the A-1EX-zoned portion of the lot, <br /> but apparently no commercial use. <br /> Soils: 40%Class I-II, 60%Class Ill <br /> Uses: 30%Cropland, 38%Pasture, 32%Buildings and yards <br /> REGIONAL PLANNING. <br /> Petition 7403. This proposed residential commercial and A-2(4)rezoning is within a designated Rural <br /> Center on the Town of Springfield Land Use Plan Map(the hamlet of Springfield Corners). <br /> The residential and A-2(4)sites currently have existing houses;therefore,the rezoning will not result in <br /> additional houses. <br /> The small C-2 parcel proposed will provide access to the existing triangular C-2 parcel. <br /> The proposed 5-acre C-2 parcel to the east is for a landscaping and playground equipment business. <br /> This appears reasonably compatible with the area and policies for the Rural Center. <br /> However,the C-2 Commercial District permits many very intensive commercial and industrial uses <br /> which could conflict with policies. Therefore,there need to be conditions on the rezoning to restrict the <br /> use to landscaping and playground equipment. Thus, any other future use of the site would be subject <br /> to public review and evaluation according to relevant policies. <br />
