<br /> Dear Mr. Herman:
<br /> On April 3, 1998, i conduced an initial site inspection for a proposed yard waste composting facility and
<br /> accompanying recycling drip-off center. The proposed dual-purpose facility is to he located in the E 1/2,
<br /> NE 1/4,SE 1/4, Section 7,"8N,RI..IE,Town of Sun Prairie,Dane County,and will have a street address of
<br /> 912 Bird Street, Sun Prairie
<br /> The primary purpose of the initial site inspection is to determine whether the proposed composting facility
<br /> meets the locational ailed:. and performance standards outlined in ss.NR502.12(8) and NR502,04(i),Wis.
<br /> Adm., Code,respectively. ''here locational criteria and performance standards prohibit the establishment of
<br /> composting facilities in tloodpiains and areas where the siting and operation of the facility will have an
<br /> adverse impact on wetland:,critical habitat areas, surface or ground waters, or create air emissions problems.
<br /> Information gathered durir.g my initial site inspection, a review of available floodplain and wetlands maps,
<br /> information provided by our endangered resource division and state historical society, and the operations
<br /> information you provided,indicates this site meets the location.al criteria and performance standards referred
<br /> to above.
<br /> Therefore, the department I ncis this site acceptable for development as a composting facility and recycling
<br /> drop-off location. A facility license will be issued to the City of Sun.Prairie in the near future. Composting
<br /> facilities receiving greater t-lan 50cubic yards of composting material.are subject to licensing, however,these
<br /> facilities are currently exert pt from plan review, plan review fees, and licensing fee requirements,
