Nevertheless, appropriate <br /> safeguards to contain and manage spills or runoff should be taken to avoid any ground or surface <br /> water impacts. <br /> D. Site and Neighborhood Planning Issues <br /> Site plan <br /> The site plan submitted with the application lacks information about the location of wetlands and <br /> streams,but is complete in other respects. Available data from other sources would seem to <br /> indicate that the proposal complies with county shoreland, floodplain or wetland protection <br /> ordinance standards. Additional information or site investigation as part of the zoning permit <br /> process may be necessary to confirm this. <br /> Fencing and screening <br /> The City intends to provide fencing and evergreen screening along the northern and eastern sides <br /> of the proposed recycling center. Fencing along the northern side should be extended southward <br /> along the western side for twenty feet or so to discourage people from walking around the end of <br /> the fence after hours. Also,the entrance should be gated with a permanent, substantial barrier. <br /> Natural vegetation would be retained along the southern and western sides. <br /> The site plan does not show any stormwater management, leak/spill containment, or erosion <br /> control practices. More information should also be provided about the type of surfacing that will <br /> be used in the materials storage areas. <br /> Traffic impact <br /> Based on the operation of its current facility,the City of Sun Prairie estimates that the recycling <br /> center will generate an average of 30-50 cars per day on summer weekdays, increasing to 100- <br /> 120 cars per day on Saturdays. Use typically peaks in the fall,rising to as many as 200 cars per <br /> day,then drops off substantially,to about 3-5 cars per day, in the winter. Since the proposed site <br /> is only one block north on Bird Street from the current site,no significant change in traffic <br /> patterns is expected. <br /> Parking <br /> There is an existing parking lot of 60 spaces, including 23 on pavement and 37 on gravel. The <br /> city proposes paving the entire lot, which it will use to jointly serve the recycling center,the <br /> Little League ball fields and Sheehan Park. Although neither the county nor the city zoning <br /> codes set specific parking standards for recycling centers, no more than 8-10 cars are expected <br /> be on the site at any given time. Based on city and county requirements for outdoor recreational <br /> facilities,there would appear to be ample parking to serve all three uses. <br /> Compatibility with surrounding uses <br /> Composted yard waste would be carted away and disposed of at the Dane County Compost <br /> facility near Waunakee. Yard waste would not accumulate beyond 1,000 cubic yards. This and <br /> prevailing westerly winds should limit the impact of odors on surrounding recreational and <br /> residential uses. Industrial facilities to the east may be somewhat affected. <br /> 4 <br />
