BACKGROUND <br /> A. Request <br /> Ron Dorshorst seeks to rezone 2.6 acres of land from the A-1(exclusive) zoning district to the <br /> RH-1 district to separate an existing house from the remainder of the property. The property is in <br /> the southwest quarter of the northwest quarter of Section 2 in the Town of Cottage Grove. The <br /> proposed lot would have 66 feet of frontage on the east side of Baxter Road. It is in a rural area, <br /> approximately 2 miles northeast of the Village of Cottage Grove. <br /> II. ANALYSIS <br /> A. Compliance with Adopted Plans <br /> According to the Town of Cottage Grove Land Use Plan (adopted 1995), the property is in a <br /> designated Agricultural Preservation Area. In this area, non-farm residential development is <br /> limited to one unit per thirty five acres owned as of May 15, 1982. In 1982, the property was <br /> part of a 155 acre farm, yielding a total of four splits. According to the density study, three <br /> nonfarm land divisions have taken place since, leaving one split available. Note that this petition <br /> would exhaust the building sites available under the town plan. <br /> B. Environmental features <br /> Koshkonong Creek and its associated wetland/floodplain complex runs across the northern <br /> portion of the property(See Map). The existing building, which was properly permitted at the <br /> time of its construction, appears to be out of, but immediately adjacent to, the 100-year <br /> floodplain of Koshkonong Creek. This will likely limit any future expansion of the structure to <br /> the north. The balance of the property is on Class I agricultural soils. <br /> C. Public, Local Government, And Agency Input <br /> As of the date of this report, the position of the Town of Cottage Grove was not known. The <br /> Department of Environmental Health has noted that the septic system must remain on the same <br /> legal parcel as the structure it serves. Dane County Regional Planning Commission staff note <br /> that the proposal is reasonably consistent with the requirements of the town plan. No other <br /> county or state agency had commented on this proposal. <br /> III. CONCLUSIONS <br /> This petition would exhaust the development opportunities available under the town land use <br /> plan. The committee may wish to consider requiring deed restrictions on the balance of the <br /> property to prohibit any further development. <br /> 1 <br />
