At this hearing,a restriction was proposed which would prohibit residential development on our Church property. Although at the eeting I accepted the prc•hibition,further discussion with the Church has brought new issues to light. A restriction against residen ial use on our property,in either the CUP or the Zoning change would be unacceptable to the Church. We have found this restriction to be unacceptable to the Church because it could prohibit the construction of a parsonage on our pro)erty in the future. Although a parsonage is not in Church plans at this time,we would not want to be rest icted from building one, if later required. I am aware of"Staff Corn rnents"regarding this project which state in part, "If the request ware simply for residential rezoning there would be a policy conflict. If a church would be an acct ptable use to be Established prior to urban services being available,there may need to be condi-ions on the rezoning to limit the site to church use." I understand the concern'vith rezoning to a Residential use before Urban Service Area is available. However,there are no pla ns in the near future to use the Church land for any type of residential use. At the same time,the Church sh()uld not be prohibited in the future from using some of the land for a parsonage. On behalf of the Church, feel that it would be best if no restrictions against residential development are placed on the Lord of Lo.e Lutheran Church property. Sincerely, A`c J.
