COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> 18. 7399/CUP 1528 Lord of Love Lutheran Church of DeFo rest(Steve Kalscheuer, agent), <br /> Windsor 19 <br /> A-lEx to R-1 <br /> This 12.68 acre parcel appears to have been created illegally, without a CSM. Rezoning to R-1 with a <br /> CSM would bring the substandard parcel into compliance. The current owners wish to build a 6,000 <br /> SF church facility, which requires a CUP for Religious Use in the Residential District. The church <br /> would have a nave seating 275, a fellowship hall, and a full basement. The site plan shows parking for <br /> 52 cars, and the agent states there will also be a playground and recreational area. The church"plan[s] <br /> on Christian Day School in future." Construction would begin in April, 1999 and be completed in <br /> October, 1999. <br /> Note: An intermittent stream tributary to the Yahara River flows E to W near the S PL of this parcel. <br /> There is Floodplain and Wetland associated with the tributary and the river in the SW'ly quarter of the <br /> rezone parcel. <br /> REGIONAL PLANNING <br /> Petition 7399—CUP 1528. This proposed church site is in an agricultural transition area of the Town <br /> of Windsor. This site is not in the urban service area. <br /> The residential subdivisions to the north and east are within the urban service area Across the Yahara <br /> River to the west is the proposed ABS Global Development. <br /> If the request were simply for residential rezoning,there would be a policy conflict. If a church would <br /> be an acceptable use to be established prior to urban services being available,there may need to be <br /> conditions on the rezoning to limit the site to church use. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> Due to the location of this parcel with soil may not be suitable for a private sewage system other than a <br /> mound or holding tank. Given the proposed uses including the congregation,fellowship hall and <br /> proposed school,the code derived wastewater flow will be quite large and will require a soil absorption <br /> area of significant size. <br /> DANE COUNTY HIGHWAY <br /> Petition 7399 & C.U.P. 1528. CTH "CV" is a controlled access highway. No new accesses <br /> anticipated. <br /> OTHER <br />
