August 9, 1998 <br /> TO: Blooming Grove Town Board, Plan Commission <br /> Dane County Zoning & Natural Resources Committee <br /> Dane County Board of Adjustment <br /> FR: Blooming Grove Plan Commission, Minority Report <br /> RE: Zoning petition # 7285; Zoning variance appeal # 2964 <br /> By a 3-2 vote (1 member absent) the Blooming Grove Plan <br /> Commission approved both petitions. We, the minority, urge you to <br /> reverse those decisions and reject both petitions. <br /> We urge rejection of petition # 7285 for these reasons: <br /> 1. The area is intended in the land use plan to be single family <br /> residential. A number of town citizens at large, and residents of the <br /> Gallagher Plat (including the author of this report), in particular, <br /> object to increasing the number of duplex units in the Gallagher <br /> Plat. <br /> 2. We feel that if there is to be a change in residential direction in <br /> the plat, it should best be addressed in the upcomming town land use <br /> plan review. During the review the potential change in duplex <br /> density could be given thoughtful consideration by the residents of <br /> the plat rather than piecemealing it one zoning decision at a time. <br /> We urge rejection of the petition until the land use plan review is <br /> complete. There are residents of the plat that are concerned about <br /> the stability of the area and see any reduction in single family <br /> residences as contributing to a downward slide of the area. <br /> 3. There is at least one unresolved, illegal duplex unit (405 <br /> Memphis Ave.) in the Plat and we feel that it would be hard to not <br /> accept it if petition # 7285 is approved. In this case, two wrongs do <br /> not make a right. <br /> 4. The petitioner threatened--that's right, threatened—the town <br /> that if her petition was rejected she would turn her residence into a <br /> community living arrangement (for less than 9 persons), a permitted <br />
