June 1, 1998
To whom it may concern:
My reason for wanting to rezone from R3 to R4 is as follows:
Years before my time at this home, the upstairs was used as an apartment so it already is set up as
a 2-bedroom, kitchen, living room, hallway and bathroom. For the last several years these rooms
have only been used to "store" things. I have been living in this home since 1985. The
downstairs (area that I use for living quarters) consists of 2 bedrooms, 1 bathroom, kitchen,
living room, dining room and hallway.
I have been widowed for six plus years so I am my sole supporter. Be being able to rent out the
upstairs, it would help supplement house taxes, up-keep, etc as I will be retiring in the near
future. It is my intent to hopefully have the apartment ready by this coming fall.
This house has a front entrance that opens to a hallway with a front stairway to the upstairs and a
separate door to my area on the 1st floor. There is an inside stairway from my inside hallway to
the upstairs and my plan for that is to block that off at the landing upstairs, put a door on the
outside wall at the landing and build a balcony as a second exit. The Town of Blooming Grove
requires at a least a platform less that 15' off the ground for a second exit.
Sincerely,
Joan Bailey
309 Powers Ave.
Madison, WI 53714
