Phelps County Executive <br /> Room 421, City-County Bldg. <br /> Madison, WI 53709 <br /> SUBJECT: Landuse zoning change at Fish Lake, Town of Roxbury <br /> Dear Rick: <br /> Our office has been notified of a proposed zoning change in the Town of Roxbury. <br /> We've been informed that the County Zoning Committee has given approval for <br /> changing the dassification of a 35 acre parcel along the east shore of Fish Lake from <br /> Ag-1 Exdusive to R-4 and RE-1. <br /> As you are aware, the County and DNR are in the process of developing a <br /> management plan for the lake. The goal of our plan is to protect this unique resource <br /> from further water quality degradation. Fish Lake is only one of three deep-water <br /> lakes in the county and only one of two Dane County lakes that support native <br /> coldwater cisco populations. Fish Lake is also a seepage lake which makes it very <br /> sensitive to landuse impacts. <br /> Although we do not know the scope of future development on the parcel, we are <br /> concerned that a R-4 dassification may result in excessive development which will <br /> threaten the lake's water quality and will be incompatible with existing landuses. So <br /> far, the amount of development around Fish Lake has been minimal. <br /> Field staff has recognized the value of the east shoreline for water quality and fish <br /> habitat protection and had previously recommended public ownership of the parcel. <br /> The United States Geological Survey has determined that the east shore contributes <br /> both surface runoff and groundwater to the lake. <br />
