• <br /> MEMORANDUM (DRAFT) <br /> TO: Kathleen Falk, County Executive <br /> Topf Wells, Chief of Staff <br /> Kristine Euclide, Assistant to the County Executive <br /> Jeanie Sieling, Director of Planning & Development <br /> FROM: Brian Standing, Senior Planner <br /> DATE: September 16, 1998 <br /> SUBJECT: History of Conditions Proposed for Summer Place on the Lake on Fish Lake <br /> (Petitions 7110 & 7287) <br /> As you requested, I have put together a summary of all the various conditions of approval <br /> proposed for Ken Kearney's request to remove deed restrictions on the Summer Place on the <br /> Lake condominium plat in the Town of Roxbury. <br /> PROPOSED CONDITIONS AND TIMELINE: <br /> A. The following conditions were discussed at the 1/16/98 and 1/30/98 meetings of the ZNR <br /> Subcommittee to study Petition Number 7110. Subcommittee members and Mr. Kearney <br /> indicated their agreement to all of these items. (See 1/16 & 1/30 minutes of Subcommittee; 1/23 <br /> & 2/12 memo from Standing, attached) <br /> FINDINGS OF FACT: <br /> Regarding Petition # 7110, seeking to remove deed restrictions limiting the use of property in the <br /> Town of Roxbury to a seasonal mobile home park use, the Zoning and Natural Resources <br /> Committee finds the following: <br /> 1. Conversion of the property from seasonal to year-round use represents a significant change <br /> in the intensity of the land use. <br /> 2. Year-round use of the property is likely to lead to more and larger permanent structures, <br /> greater impervious surface area and significant changes in the hydrology, vegetation and <br /> character of the immediate shore area. <br /> 3. Without additional safeguards, these changes to the character of the immediate shore area <br /> would likely result in degraded water quality, increased risk of erosion and water pollution, <br />
