CoSurveyor Cheney's Statement <br /> 1) I've been a surveyor for 16 years. <br /> 2)I surveyed the property on Hidden Valley Road and specifically was the surveyor of CSM No. <br /> 3858. <br /> 3) The topography of Lots 1 and 2 are unique to Hidden Valley Road. No other parcel served by <br /> Hidden Valley Road has the stark, steep relief that exists on Lots 1 and 2. Specifically, the other <br /> parcels served by Hidden Valley Road have significant areas of gradual, rolling terrain, and are <br /> reasonably accessible. While a couple of parcels on Hidden Valley Road do have drop-offs, these <br /> are located in areas where large parts of these parcels also have large, accessible portions which are <br /> reasonably accessible for quite a number of significant, legal uses of rural land in Al Exclusive <br /> Zoning. <br /> 4) By contrast, Lots 1 and 2 are unique to Hidden Valley Road, and the Town of Cross Plains <br /> generally. Specifically, Lots 1 and 2 are unique, and create a natural, topographic hardship for its <br /> owner: <br /> A. Lot 2: Access to Observatory Road (the Town road) is wholly, physically impossible <br /> because of the excessively steep grade on the western boundary of the property. This area <br /> is generally the drainage area for the high ground of the University of Wisconsin <br /> Observatory and its adjacent areas. <br /> B. The terrain of Lots 1 and 2 are the steepest slopes feeding the Black Earth Creel( <br /> Watershed of all parcels on Hidden Valley Road. <br /> C The western slope of Lots 1 and 2 are so steep that no reasonable access can be made to <br /> the Town road to the west(Observatory Road). <br /> D. A side or cut-a-way profile of Lots 1 and 2 shows the severity of the slopes of this land. <br /> E. Approximately 90%of this land's slopes are too steep to build upon. The slopes are too <br /> extreme for any reasonable use. <br /> F. The soil conditions of this land are poor and not usable in any reasonable or productive <br /> mariner (except the soils of the valley floor, but which are not reasonably nor practicably <br /> accessible --but which are also shown in Regional Planning maps as wetlands). <br /> C. The steep topography and soil conditions create a unique hardship for this parcel, which <br /> makes it unique to the parcels in this area. <br /> H. While other areas of the Town and County have steep terrain, the Walsh property is <br />
