Magnum worked hard to dot all of the i's and cross all of the <br /> t's. Your independent tower consultant, Evans, deemed the tower to be in the public <br /> interest. <br /> What did Magnum and his engineers earn for all of their hard work? Evans was called a <br /> "cheerleader" for the Magnum proposal. The competence of Evans was called into <br /> question. Evans was accused of not even being qualified to do such work. Magnum and <br /> Evans were said to "be in cahoots." Magnum was even accused of"paying Evans under <br /> the table." <br /> According to Magnum, you told him you felt Rutland was just"throwing things up <br /> against the well (he said you said"well"not wall)to see if they could make something <br /> stick." Magnum said you also told him that Rutland questioning Evans was "below the <br /> belt" and that you were concerned from Dane's stand point about the credibility of Evans <br /> being questioned. <br /> It is our understanding that Evans did the studies for the three Rutland towers that have <br /> been built and that Evans has served in this capacity for Dane County Tower studies for <br /> many years. <br /> In spite of Magnum being required to pay some $5,000 to Dane and Rutland in fees to <br /> pay for the Evans study, it was in-effect set aside by Rutland. Even though every answer <br /> posed by Rutland residents was clearly answered in the Evans study, no credence was <br /> given to it by Rutland. <br /> Instead, Chairman Beske promised time and again that due to the questions raised about <br /> the Evans study, he was seeking an alternate engineer. Magnum anxiously awaited an <br /> alternate study because every engineer works from the same FCC database. It's all math <br /> so the same conclusions will be reached regardless of who is punching the exact same <br /> numbers into the exact same data base. <br /> Finally, right before Rutland voted on the application, Chairman Beske announced that he <br /> had in his words"struck out" on finding an alternate engineer. Meaning, that the Rutland <br /> resident who is an attorney/ham radio operator, was given heed as a broadcasting <br /> "expert"but not Evans. <br /> Interestingly, during discovery in the law suit, it was learned that Chairman Beske did in <br /> fact speak with a number of other engineers but could of course not find one that would <br /> contradict Evans. <br />
