Manure Handling Practices <br /> As a condition of approval of the conditional use permit, the operator agrees to comply with the <br /> following practices in the handling of any and all manure generated at the property: <br /> • The property consists of two tax parcel (Parcel Number-028/0610-361-8690-1 and <br /> 028/0610-361-9020-9), totaling approximately 48.8 acres (survey enclosed). <br /> • As depicted on the enclosed site plan, the new horse facility is being constructed in the <br /> southeast corner of the property, occupying approximately 6 acres of the existing 37 acres of <br /> tillable land. <br /> • The remaining 31 acres of tillable land are leased to Joel E. Hougan of Stoughton, WI and <br /> will rotate through corn and alfalfa crops. <br /> • The current lease runs through 2016 with options to renew. <br /> • The lease arrangement provides that Mr. Hougan is solely responsible for receiving all manure <br /> generated from the house facility and land applying it to the tillable acreage. The lessee shall be <br /> responsible for applying all manure in accordance with NRCS standard 590. (If the tillable acres <br /> at the property are not adequate to receive applicable of all manure generated at the facility, Mr. <br /> Hougan would be responsible for hauling manure and <br /> applying it to other lands he owns in the vicinity (see attached listing). <br /> • The manure will be transported from the horse barn and stacked in the southwest corner of <br /> the property as depicted on the site plan, adjacent to the tillable acreage and away from all <br /> wetlands. Stacking will be done in accordance with all NRCS Standard 313, Table 9 (see <br /> attached)for Temporary, Unconfined Stacks of Manure and Derivatives, including, without <br /> limitation, the following: details: <br /> o Manure must be stacked at least 100 ft. from the concentrated flow just west of the <br /> existing shed. <br /> o Manure must be stacked at least 300 ft. from the wetland west and northwest of the <br /> proposed staking area. <br /> o Storm water must be diverted around the stack. <br /> o Must maintain a minimum 3-foot separation between the manure stack and saturated <br /> soils. <br /> • A tractor and spreader will be used for spreading the manure. <br /> • The manure will be spread Spring and Fall, at a time determined by the lessee, depending <br /> on proper soil conditions. <br /> • The lessee is responsible for abiding by all requirements of the nutrient management plan <br /> that otherwise applies to his home farm. <br /> • The lessee is responsible for all necessary or required soil testing. <br /> • All horse pasture lands will be managed so as to minimize environmental impacts from <br /> erosion and runoff. <br />
