COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> #7289/CUP 1512 Richard Wallen(Wisconsin Mapping),Medina 22 <br /> A-1EX to A-2(2), A-2(8), and R-4 <br /> Existing 19.4 acre parcel includes Wallen's house and a large"stable and riding arena" (in the area <br /> to become an A-2(8) parcel), a"shed or barn used for horses" (in the area to become an A-2(2) <br /> parcel), and a house and mobile home"used by [Wallen's] farm workers" in the area to become <br /> an R-4 parcel. The rezone petition is intended to bring the workers' residences into compliance. <br /> The CUP is intended to permit horse boarding and riding stables, hay and sleigh rides, horse <br /> shows and similar events, horse training, and unlimited livestock(more than on horse or animal <br /> unit per full acre) on the two A-2 lots. The A-2(2)lot must be created as a separate parcel <br /> because it is divided from the A-2(8) lot by a dedicated Town road. <br /> Proposed CSM in file. <br /> REGIONAL PLANNING <br /> Petition 7289—CUP 1512. This is an existing horse boarding and training facility. The A-2 <br /> Agricultural zoning for the horse facility appears reasonably consistent with adopted town/county <br /> plan policies. <br /> However, the request is for unlimited livestock, or more than one animal unit per acre. In fairness <br /> to other applicants, there needs to be a specific number of horses allowed—not simply "unlimited <br /> livestock." <br /> The proposed R-4 Multifamily Residential rezoning appears to conflict with adopted town/county <br /> policies.While the town/county adopted plan does provide for single family homes or mobile <br /> homes on existing farm operations for "....members of the immediate family or those actively <br /> engaged in earning a substantial part of their livelihood from the farm operations," it does not <br /> allow for multifamily housing. <br /> If it is determined that R-4 Multifamily Residential rezoning is the only way to resolve this <br /> situation,there needs to be specific conditions on the rezoning which prevent any further <br /> residential development. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> Petition 7289/CUP 1512. Consideration should be given to the provisions for collection and <br /> disposal of manure, as well as for control of insect or vermin pests that can be associated with this <br /> type of operation. <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
