PLANNING & DEVELOPMENT <br /> ZONING DIVISION <br /> RE: Rezoning and platting of remaining area of North Tobitur orpora a ar <br /> by Cap Win 19 LLC. <br /> Please be advised that the Town has not yet completed its review of the proposed rezoning <br /> and preliminary plat. I anticipate that this will be scheduled for Town Board action on <br /> August 6, 1998. <br /> For background information you should be aware of the following: <br /> 1. The proposed rezoning is to change from A-3 to C-2 not a change from A-1 <br /> Exclusive. This change appears consistent with the Town Plan. <br /> 2. The area is already within the Urban Service Area. <br /> 3. The petitioners are proposing a revision to the preliminary plat which was <br /> conditionally approved by the Town in April 1997. The petitioners have not <br /> addressed the conditions. Note: The petitioners latest version of the proposed revision <br /> was submitted on June 26, 1998, the day of the Town Plan Commission meeting, and <br /> the Town has not had time to complete the review of this plan. <br /> 4. The proposed revised preliminary plat significantly alters the street and planned traffic <br /> circulation pattern in this area of the Town. The revision also proposes an extremely <br /> long cul-de-sac (Blanchar's Crossing extended) which I believe is contrary to both the <br /> County's and the Town's ordinance. This design is problematic for traffic circulation <br /> and emergency vehicle access. <br /> Due to the Town's meeting schedule to complete our review of this proposal and the <br /> significant planning and design issues that need to be resolved, the Town requests that you <br /> hold all action on this case until after you receive our report. <br /> JB:jas <br /> wpfile: ZNRComm.NfC <br />
