B. Recommended conditions of approval <br /> The committee should consider applying appropriate conditions to bring this property into full <br /> compliance with the zoning ordinance. The following suggestions would accomplish this goal: <br /> 1. The C-2 parcel shall be deed restricted to limit use of the property to the following: major <br /> repairs to motor vehicles, sales of new and used motor vehicles and parking or storage of <br /> motor vehicles. The existing apartment on this site shall be abandoned or converted to a <br /> permitted use unless a Conditional Use Permit for a residence for a caretaker or watchman is <br /> approved by the County. <br /> 2. Prior to the issuance of any zoning permits on the property, all junk and inoperable vehicles, <br /> as defined in Section 10.01(28) of the Zoning Ordinance shall be removed or stored in an <br /> enclosed structure to comply with Section 10.20 of the Zoning Ordinance, or a license to <br /> operate a salvage recycling center shall be successfully obtained from the Zoning <br /> Administrator. <br /> 3. Prior to the issuance of any zoning permits on the property, a sanitary system inspection for <br /> all buildings intended or used for human occupation shall be performed by a qualified <br /> plumber or private onsite sewage treatment system inspector. Failing or inadequate septic <br /> systems noted in the report shall be either repaired or replaced to meet all current <br /> requirements of the state plumbing code and the Dane County Sanitary Ordinance. <br /> 4. Prior to approval of the Certified Survey Map for the proposed 12-acre RH-3 lot identified as <br /> Lot 1 on the preliminary CSM, a certified soil test showing adequate soils for a private onsite <br /> wastewater treatment system and shall be submitted to the Plat Review Officer. The Plat <br /> Review Officer shall take into account the suitability of soils for building construction and <br /> septic installation when determining the suitability of the land for development. <br /> 4 <br />
