COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> 4. 7343 Michael&Gail Goode(Williamson Surveying Co.,agent),Westport 32 <br /> A-1EX&R-1 to RH-1 <br /> Divide an existing A-1EX NC'g 6 acre parcel into two(3)acre SFR/farmette lots,to be sold to unrelated <br /> parties. The Goode's"would like to deed restrict these parcels to: <br /> (1)no further land division;and(2)horses only." (A maximum of 3 horses would be allowed on each lot <br /> in the RH-1 district.) <br /> Note: The 6 acre parcel appears to be land-locked,i.e.,it does not have a 66'wide access onto a public <br /> road. There are narrower easements available, including a 30' wide parcel zoned R-1,which is also being <br /> included in the rezoning to RH-1. A variance from the Subdivision ordinance is required,according to <br /> Norb Scribner. <br /> Note: The SE'ly portion of this parcel may be within 300' of "Lost Lake"(located behind the St. <br /> Benedict Center),which also has a narrow margin of floodplain <br /> and wetland. <br /> REGIONAL PLANNING <br /> Petition 7343. This proposed rural residential rezoning appears to conflict with adopted policies in the <br /> Town of Westport. <br /> This specific parcel is in an agricultural preservation area while the area immediately to the south is within <br /> the Fox Bluff Limited Service Area. The relevant policy for the agricultural preservation area is: "Non- <br /> farm residential development by certified survey may be considered for rezoning at a density of no more <br /> than one lot per 35 contiguous acres if the rezoning meets the following criteria: " <br /> With a 6-acre parcel and a density policy of one lot per 35 acres, it appears any division would conflict <br /> with the policy. <br /> In addition,the 6-acre parcel appears to be landlocked, since it does not have a 66'wide access to a public <br /> road. Thus it would require a variance from the Subdivision Ordinance according to the Plat Review <br /> Officer. <br /> We are aware that the Town of Westport is working on a revised plan,but none has been submitted for <br /> county review to date. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
