COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> 2. 7294/CUP 1513 David P.Rogers,Medina 08 <br /> C-1 (with CUP 1291 for SFR)to C-2 with CUP for Residence for watchman or caretaker Under <br /> C-1 zoning,Rogers needed a CUP for a SFR. He obtained CUP 1291, effective 11/14/1995, and <br /> Zoning Permit 1995 2269 to build a SFR which replaced the old mobile home on this 1.25 acre <br /> property located in the unincorporated village of Deansville. In March 1998,Dane County Zoning <br /> found violations on this property: Unlicensed and inoperable vehicles, which apparently are being <br /> removed and;Parking of a semi-tractor trailer, which requires C-2 zoning. Because the zoning district <br /> is being changed,the CUP for residential use must be renewed. The only residential use CUP <br /> available in C-2 is"residence for a watchman or caretaker." <br /> Note: An intermittent stream tributary to the Maunesha River flows NW to SE through the SW corner <br /> of this property. <br /> REGIONAL PLANNING <br /> Petition 7294—CUP 1513. This is a commercially zoned site within the hamlet of Deansville in the <br /> Town of Medina. The adopted town/county plan does not designate development areas other than an <br /> urban service area. This is not an urban service area. <br /> The relevant commercial policy is: <br /> "To zone only that portion of land necessary for the immediate use when rezoning is <br /> requested, and to direct commercial development to areas already zoned commercial." <br /> Staff Comments: <br /> This lot(1.25 acres)is currently zoned C-1 and is developed with a single family home(CUP 1291), <br /> plus unlicensed and inoperable vehicles. <br /> Rezoning to C-2 to allow for parking a semi may be technically consistent with the adopted policy,but <br /> neighborhood input needs to be considered as well. <br /> If this rezoning is approved,there need to be conditions since the C-2 district permits many very <br /> intensive commercial,retail and industrial activities. Such conditions could be: <br /> - Uses limited to residential and semi parking only. <br /> - Vehicles limited to semi and licensed vehicles owned by the property owner. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> Petition 7294&C.U.P. 1513. If granted,parking to be off of highway right-of-way. <br /> OTHER <br />
