CQMPQSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> 34. 7326 Diesel Truck Driver Training School,Inc.,Bristol 23 <br /> A-1 to C-2 <br /> Expand existing school use to South side of USH 51 by rezoning a 20.4 acre parcel. About 3+-acres <br /> of this site is shown on the site plan as a"cleared area"surrounded by"existing woods."The 3 acre <br /> area would be used as"a practice yard for students learning how to operate heavy equipment." A <br /> driveway entering onto Twin Lane Road and a parking lot are proposed;there will be no buildings or <br /> permanent structures. 2 employees and 10 students would use the site between 7AM and 5:30PM. <br /> Neighboring lands to the South and East are zoned A-1 and had mineral extraction site CUP's(#817& <br /> #824)for the USH 51 improvement project--both expired in 1990. The existing Diesel Truck <br /> Driving School on the N side of USH 51 was rezoned to C-2 with a CUP for Ag use <br /> in 1986 (#3755/520--no Deed Restrictions or Conditions.) <br /> Note: An intermittent stream tributary to the Maunesha River flows N-S through this property, <br /> apparently near the W'ly edge of the proposed cleared area. Both 100 year Flood Plain and Wetlands <br /> appear to be associated with this stream, and must be delineated. <br /> REGIONAL PLANNING <br /> Petition 7326. This proposed expansion of a heavy equipment operators'school raises several policy <br /> concerns in this area of the Town of Bristol. <br /> The relevant policy is: <br /> "Only commercial uses clearly related to or compatible with agricultural production should <br /> be permitted to rezone in designated agricultural preservation areas." <br /> This school, associated with the Diesel Truck Driver Training School(west across USH 151)does not <br /> appear to be ag-related,but may be seen as compatible with agriculture production areas to the east <br /> and south. <br /> This site is in close proximity to the Maunesha River with an intermittent tributary flowing through the <br /> site. There also appear to be wetlands and floodplains which must be delineated for environmental <br /> protection. <br /> Because of this proximity to environmental resources and training of new operators of heavy <br /> equipment,there need to be safeguards for surface water and groundwater resources built into the site <br /> plan. <br /> If approved, a specific site plan should be one of the conditions on the rezone and only the specific use <br /> requested be allowed,since the C-2 zoning district permits many intensive commercial and industrial <br /> uses which would be incompatible at this location. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
