One or two 42' diam., <br /> 85K bushel grain bins"would serve to handle grain being delivered and...supply continuous loading of <br /> rail cars."Service for 27 rail car units at a time is anticipated,but 54 cars are possible"if the need <br /> arises." There would also be a truck scale and two truck dumps(unloading pits.) A gravity feed <br /> system with a high capacity auger would serve the loading and unloading facilities. There would <br /> probably be a small office facility. Future development could include additional storage bins,grain <br /> drying facilities, and distribution of bulk AG materials. Duffy Brothers,Inc. has been"engaged in the <br /> transportation of livestock and grain throughout the upper Midwest for 65 years";they operate a grain <br /> elevator in Columbus. <br /> Previous rezone Pet. 5529 for essentially the same use on the land on the S side of the RR <br /> ROW was denied by the Township,the ZNR Comm., and the Co. Board(04/07/1994). A petition <br /> against the rezone to A-B was signed by 185+-people at <br /> that time. <br /> Soils: 100%Class I-II <br /> Uses: 100%Crops <br /> REGIONAL PLANNING <br /> Petition 7313. This proposed grain storage and shipping facility is in an agricultural preservation area <br /> of the Town of Sun Prairie where the relevant town/county policy is: <br /> "Only commercial uses clearly related to or compatible with agricultural production should <br /> be permitted to rezone in designated agricultural preservation areas." <br /> Staff Comments: <br /> The proposed grain storage and shipping facility appears reasonably consistent with that policy. <br /> There are two non-farm houses to the east along Twin Lane Road. There may need to be conditions on <br /> the rezoning to include the site plan and a process for dealing with future expansion. The application <br /> notes possible future development of additional storage bins, grain drying facilities, and distribution of <br /> bulk agricultural materials. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> Petition 7313. Twin Lane Road is not a County Trunk Highway but has been identified as a possible <br /> candidate for a jurisdictional transfer with CTH "VV". Twin Lane Road will require roadway <br /> improvements to accomodate the truck traffic moving grain. <br /> OTHER <br />
