Name and address of applicants : <br /> Wayne and Shirley Wiegand <br /> 1910 Barber Drive <br /> Stoughton, Wisconsin 53589 <br /> 2 . Location and legal description of the property: <br /> Property is located approximately six miles southeast of <br /> Madision on the south shore of Lake Kegonsa, between McFarland <br /> and Stoughton . Legal description: <br /> Lot 11 , Rock Elm Park, Subject to access easement to <br /> Lot 12 , (Dane County) (See Appendix A) <br /> 3 . Reasons for the Proposed building addition: <br /> The addition is necessary for the feasible use of the <br /> property as a whole (see below) . We will require a variance from <br /> the setback of the normal high water level . <br /> 4 . Reasons explaining hardship: <br /> A . Background : <br /> We purchased this property, known at the time as 1908 and <br /> 1910 Barber Drive, in November, 1986 . Dr. Wiegand accepted a job <br /> as a professor at the University of Wisconsin in 1986 and <br /> required a residence within driving distance from the University. <br /> His wife , Shirley Wiegand, teaches at the University of Oklahoma <br /> during the school year, but spends her Thanksgiving, Christmas , <br /> Spring breaks , plus the entire summer, at the Barber Drive <br /> residence . <br /> At the time we purchased this property, two residences were <br /> located on it, both of which were occupied by renters . We <br /> purchased the property in part because we knew that the larger <br /> residence ( 1910) would be adequate for our living needs and we <br /> thought that the smaller residence ( 1908 ) could be used for guest <br /> quarters when our adult children come to visit . Last summer, we <br /> asked the Board of Adjustment for a zoning variance for setback <br /> and side boundaries on the smaller residence because we wanted <br /> either to repair the foundation and roof, or to tear down the <br /> existing building and erect a building of equal size farther back <br /> from the normal high water level and ten feet away from the <br /> property line . However, we were told by the Board of Adjustment <br /> at its June meeting that it could not favorably act on our <br />
