Creek, in turn ultimately drains into Lake Kegonsa and the Yahara River. According to the <br /> DNR's draft Lower Rock River Watershed Plan, Door Creek suffers from habitat loss, <br /> sedimentation,thermal and hydraulic flow impacts, caused by non-point source pollution, <br /> wetland drainage and shoreline erosion. Despite these impacts, Door Creek continues to support <br /> a warm water forage fishery, which the DNR believes could be upgraded to a sport fishery with <br /> better upstream management practices. <br /> The Wisconsin Wetland Inventory shows approximately 8 acres of mixed forested and emergent/ <br /> wet meadow wetland on the north and east portions of the property. Field delineations conducted <br /> by the applicant's surveyor show somewhat smaller areas of wetland, approximately ???acres <br /> (see site plan in petition file). The DNR has accepted the applicant's wetland delineation and <br /> will amend the Wisconsin Wetland Inventory accordingly. According to the DNR, a golf cart <br /> trail had originally encroached on a small portion of wetland,but the applicant has agreed to <br /> relocate the trail. Under the revised plan, no wetland fill should be necessary. <br /> According to the Dane County Soil Survey, Sable (SaA) silty clay loams cover approximately 32 <br /> acres of the golf course site, including the wetland areas. These Class II farm soils are hydric in <br /> nature, deep and poorly drained. The Soil Survey classifies such soils as imposing severe <br /> restrictions on golf fairways due to seasonally high water tables, low traffic capability and their <br /> susceptibility to turf damage when wet. At least four of the proposed nine fairways and greens <br /> would appear to be on Sable soils. The balance of the proposed RE-1 parcel has a mix of <br /> Dresden(DsB), Kegonsa(KeB)and Plano (PoA) soils, all classified as Class I prime farmland. <br /> D. Public, Local Government, And Agency Input <br /> Town Board Action <br /> On June 15,the Town of Cottage Grove Board voted to approve the petition, with the condition <br /> that the B-1 area be zoned C-1, with use deed restricted to those permitted in the B-1 district. <br /> C-1 zoning would allow the existing home to be used as a residence. <br /> Village of Cottage Grove <br /> The Village of Cottage Grove Planning Commission recommended approval of the rezone under <br /> the Village's extraterritorial zoning authority on April 13, 1998. The Village has also provided <br /> information indicating that the site is not in its Wellhead Protection Area. <br /> Other County Agencies <br /> As of the date of this report, no other county agency had commented on this proposal. <br /> 4 <br />
