Staff Comments: As you can see from the objectives and policies, this is a very critical area affecting both Badger Mill Creek and the Sugar River. The review of the plans for this mineral extraction site of 117 acres will require close scrutiny to follow the objective "To protect and upgrade the quality of both ground and surface waters of the town." The Sugar River is classified as a cold water fishery and designated an Exceptional Resource Water by WisDNR, both above and below the confluence with Badger Mill Creek. The Badger Mill Creek,which bisects the northwest quadrant of the property, is classified as a potential cold water fishery along this section. 3. We also note that this area along Badger Mill Creek is designated as a Resource Area in the Dane County Park and Open Space Plan, which will be discussed more fully by the Park staff. A coalition of over 200 individuals representing public agencies, private groups and community residents in the watershed have organized to restore,protect and enhance the water resources in the Badger Mill Creek and Sugar River. Because of the critical environmental importance of this particular location,there needs to be a very high level of environmental protection and impact mitigation to protect water quality in the stream. If a Conditional Use Permit is approved for this mineral extraction site, there need to be very carefully drafted conditions which address the technically complex water quality issues associated with this area.
