The close proximity of the ground water means that it <br /> would be difficult to control any spill before it reached ground water,which could negatively affect water <br /> quality in nearby private wells. Further,the proposed ponds may elevate ground water levels for <br /> properties along Riverside Drive,which could result in additional basement flooding. <br /> • The noise,visual impact,and traffic from the proposed operation,along with fear of water contamination <br /> and loss of property values, would negatively impact the general welfare and quality of life for nearby <br /> residents. <br /> • The multitude of proposed operational constraints and conditions of approval designed to protect public <br /> health will be extremely difficult to enforce over the proposed 24 year operation period. <br /> • After conducting its own analysis and public review process,the Town of Verona has recommended <br /> denial of the conditional use permit request,based in part on"its probable and almost definite <br /> ecological...impact on the Town of Verona." <br /> Motion to amend by Kuhn/Johnson to deny based upon standard#2 for a Conditional Use Permit"That <br /> the uses,values and enjoyment of other property in the neighborhood for purposes already permitted shall <br /> be in no foreseeable manner substantially impaired or diminished by establishment, maintenance or <br /> operation of the conditional use"; motion failed 4-2. He indicated that therecould be motions <br /> to further amend. <br /> Supervisor Hamre indicated that there is development there anyway. <br /> Supervisor Kuhn stated that this was not a valid rationale for approval. <br /> Supervisor Anderson indicated that trucks will be going somewhere in the county and that it cost a lot <br /> more if we don't have sand and gravel near source. <br /> Committee discussion on original motion by Supervisor Cornwell. <br /> Supervisor Johnson discussed issues relating to the town government involvement in the process,water <br /> quality issues of the operation and her concern of nimbyism <br /> Supervisor Hendrick addressed his concerns regarding the groundwater, in particular the change in the <br /> level of the water table and spills into the the groundwater. <br /> Supervisor Anderson concerned about groundwater also but experts say their will be no impacts on <br /> groundwater. <br /> Supervisor Kuhn asked about other quarries in close proximity to water sources. <br /> Supervisor Hamre indicated that subdivisions lower groundwater more. <br /> Supervisor Cornwell agreed that urban development does cause a draw down of the groundwater but the <br /> committee is deciding this petition at this time. <br /> Supervisor Anderson in response to Supervisor Kuhn's question indicated that there is Cap City Sand and <br /> Gravel at the headwaters of Blackearth Creek and Houstons. <br /> Supervisor Hendrick stated that the Houston project was not on the same scale and water body. <br />
