Spill Prevention Control and Countermeasure Plan <br /> 40 CFR 112 .7 <br /> (a) This facility has experienced no spill events within the past <br /> 12 months . <br /> (b) The largest amount of liquid fuel that could be spilled from a <br /> single container at this facility is 7000 gallons from a bulk <br /> transport used to refuel aggregate processing equipment . No <br /> special equipment or engineering measures are provided to prevent <br /> any spilled liquid from leaving the facility or reaching any nearby <br /> wetland areas or streams . Instead, spill prevention measures are <br /> emphasized. There are no provisions for fuel oil storage on the <br /> site . The only fuel oils contained on site are those in the fuel <br /> tanks built into the equipment . Lubricants, paints, solvents and <br /> other materials that would be considered contaminants upon a <br /> release are stored in a lockable trailer. <br /> (c) Secondary containment is in the form of a sump located such <br /> that the slope of the site promotes spill drainage to be captured <br /> by it . <br /> (d) Any secondary containment specified in (c) is adequate to <br /> contain spills from the storage containers specified in (b) . <br /> (1) The secondary containment specified in (c) is adequate to <br /> contain spills from the storage containers specified in (b) . <br /> (2) P&D pledges to commit the manpower, equipment and <br /> materials required to expeditiously control and remove any <br /> harmful quantity of oil discharged. <br /> (e) Spill containment and prevention procedures . <br /> (1) (i) Areas affected by a spill shall be emptied of spilled <br /> materials or of accumulated rainwater or snowmelt by manually <br /> activated pumping only. Care will be taken to ensure that no <br /> oil is pumped out along with any water. <br /> (ii) No passive draining will take place . <br /> (iii) Any bermed area designed for remote containment of any <br /> spilled liquid asphalt is not to be located in any area <br /> subject to periodic flooding. <br /> (iv) Any spilled liquid that collects in a remote bermed <br /> containment area will be picked up upon solidification and <br /> returned to the plant area for reuse or disposal . <br /> (v) In case of any spillage taking place while containment <br /> structures or areas are being pumped out , submerged pumping <br /> and other techniques will be employed to ensure that no oil <br /> reaches navigible waters . <br />
