(v) Vehicular traffic is prevented from striking any exposed <br /> piping either by the pipe' s locations, or by curbing. <br /> (e) (4) (i) Bulk oil loading and unloading operations at this <br /> facility must follow the guidelines set by the US DOT (part <br /> 177 . 834) . These include not smoking, setting the vehicle <br /> handbrake, and attending the transfer. <br /> (ii) Any containment berms at the site are designed to contain <br /> any spill from the vehicle or from the transfer operation. <br /> (iii) Damaging transfer lines by premature vehicle departure <br /> will be prevented either by using wheel chocks as a physical <br /> barrier, or by using a tie line to connect the vehicle to some <br /> stationary object at or near the oil storage tanks . <br /> (iv) The lowermost drain (s) and/or outlet (s) on any tank truck <br /> must be inspected for leakage and adjusted as necessary to <br /> prevent spillage during transit . <br /> (e) (8) Inspection records must be made part of the SPCC plan and <br /> maintained for at least three years . <br /> (e) (e) (i) If it is impracticable to fence this facility, the <br /> history of this site and of similar sites indicate minimal if any <br /> danger of a spill due to unauthorized entry. <br /> (ii) Valves are to be locked closed when not in use . <br /> (iii) Pump controls are located in the operator' s control <br /> panels, in an area off limits to unauthorized personnel . <br /> (iv) Loading and unloading connections must be capped or blank <br /> flanged while not in use . <br /> (v) Adequate facility lighting is provided if night time <br /> inspections or cleanup activities are required. Plant <br /> operations and loading or unloading of oils normally do not <br /> take place at night . <br /> (e) (10) (i) Annual personnel training is conducted in the areas of <br /> spill prevention and control . <br /> (ii) The designated person at this facility who is responsible <br /> for oil spill prevention is the plant operator. <br /> (iii) Annual training sessions are held to instruct operating <br /> personnel on the plant ' s SPCC plan contents . <br />
