(v) Vehicular traffic is prevented from striking any exposed piping either by the pipe' s locations, or by curbing. (e) (4) (i) Bulk oil loading and unloading operations at this facility must follow the guidelines set by the US DOT (part 177 . 834) . These include not smoking, setting the vehicle handbrake, and attending the transfer. (ii) Any containment berms at the site are designed to contain any spill from the vehicle or from the transfer operation. (iii) Damaging transfer lines by premature vehicle departure will be prevented either by using wheel chocks as a physical barrier, or by using a tie line to connect the vehicle to some stationary object at or near the oil storage tanks . (iv) The lowermost drain (s) and/or outlet (s) on any tank truck must be inspected for leakage and adjusted as necessary to prevent spillage during transit . (e) (8) Inspection records must be made part of the SPCC plan and maintained for at least three years . (e) (e) (i) If it is impracticable to fence this facility, the history of this site and of similar sites indicate minimal if any danger of a spill due to unauthorized entry. (ii) Valves are to be locked closed when not in use . (iii) Pump controls are located in the operator' s control panels, in an area off limits to unauthorized personnel . (iv) Loading and unloading connections must be capped or blank flanged while not in use . (v) Adequate facility lighting is provided if night time inspections or cleanup activities are required. Plant operations and loading or unloading of oils normally do not take place at night . (e) (10) (i) Annual personnel training is conducted in the areas of spill prevention and control . (ii) The designated person at this facility who is responsible for oil spill prevention is the plant operator. (iii) Annual training sessions are held to instruct operating personnel on the plant ' s SPCC plan contents .
