SPILL RESPONSE PROCEDURES <br /> Jauuary, 1994 <br /> This document is company policy on what to do in case of a spill . <br /> The procedures in this policy statement must be followed, to <br /> protect the environment and to comply with the law. <br /> In our operations, a spill usually happens when there is a release <br /> into the environment of gasoline or fuel oil . However, we have to <br /> follow spill response procedures whenever there is a release of any <br /> hazardous substance that is a : <br /> • TOXIC - Paint thinner, parts cleaning solvent, spent <br /> crankcase oil , gasoline, hydraulic fluid, or <br /> spent antifreeze; <br /> • FLAMMABLE - Gasoline, fuel oil , drain oil, solvents and <br /> paint thinner; <br /> • CORROSIVE - Battery acid, carburetor cleaner; <br /> • REACTIVE - Explosives <br /> • IRRITANT - Hot mix or asphalt cement . <br /> HOW MUCH RELEASE MAKES A SPILL? <br /> We have to consider following proper spill response procedures <br /> whenever there is a release of any amount of a hazardous substance . <br /> Releases that contaminate more than a small amount of aggregate or <br /> other substance that can be run through an asphalt plant as a raw <br /> material must be regarded according to proper spill response <br /> procedures and may have to be reported as a spill . <br /> A small spill that takes place on a paved area at an asphalt plant <br /> or in a quarry is not a release to the environment, and does not <br /> have to be reported, if the spilled material is cleaned up <br /> immediately and processed through an asphalt plant along with other <br /> raw materials . <br /> Small amounts of liquid asphalt that solidify after they are <br /> released do not make a spill , providing they are also picked up <br /> right away and processed through an asphalt plant . <br /> Small spills or areas stained by petroleum products must also be <br /> picked up and processed through an asphalt plant . <br /> • Any release on a project or at a site that is not on company <br /> property, and where the release contaminated soil or materials <br /> other than aggregates must be considered a spill and reported as a <br /> spill . <br />
