COMPOSITE REPORT-Page 6 Application No. CUP 1484 <br /> screening, and washing plants. The operator has projected"vision lines" from three <br /> houses in the Manhattan Drive Neighborhood to the operations area, assuming <br /> construction of the berm (see Alternate Map V). The operator concludes that all <br /> Manhattan Drive homes would be completely blocked from all equipment within the <br /> "wash/screen crusher" area. <br /> Phase 2--see Alternate Map F: The Phase 2 area--west of STH 69 and south of the <br /> Badger Mill Creek floodplain area--would remain in agricultural production during <br /> initial Phase 1 operations. The operator anticipates Phase 2 operations would begin in <br /> 2002. The approximately 25 acre Phase 2 area would be fenced during and after <br /> operations. The topsoil and overburden scraped from the site would be used to create a <br /> 15 foot high berm around nearly all of this area, with the same degree of landscaping as <br /> in Phase 1 proposed along the Riverside Road and STH 69 frontages. Nearly all of <br /> Phase 2 is proposed for extraction via a similar procedure as in Phase 1. No off-site <br /> hauling would occur from the Phase 2 area. Materials are instead proposed to be <br /> transported to the Phase 1 area via a conveyor under STH 69. The operator suggests <br /> that a crusher may be required in this area if the extracted materials are too large to fit <br /> on the conveyor. Access for equipment within the Phase 2 area is proposed from an <br /> existing field entrance immediately south of the residential property along STH 69. <br /> D. Reclamation Plan: The operator proposes reclamation as a fish farm, with two habitat <br /> and fish farm ponds in the former extraction pit(see Maps G and H). Berms would be <br /> recontoured, with some materials removed to reclaim other portions of the site. <br /> Landscaping planted in the operations stage would not be removed. Reclamation of <br /> both Phase 1 and Phase 2 is not proposed until after all operations are complete. Phase <br /> 1 is not proposed to be reclaimed sooner because (1)processing and hauling is proposed <br /> to be based from this area for the duration and (2)the operator proposes to do some final <br /> extraction closer to the conveyor and operations area once Phase 2 is complete. <br /> E. Other Supporting Materials: The operator has submitted and revised other materials <br /> with this application. The main documents submitted include: <br /> 1. Hydrologic Study: This study, completed by Woodward-Clyde,projects the impact <br /> of the operation and reclamation on ground and surface water resources. The report <br /> concludes that the operation should not produce a significant change in ground <br /> water levels, recharge,temperature, or flow direction, therefore resulting in no <br /> negative impact on well capacity. The report also concludes that the pollution <br /> prevention approach would control release of toxic materials. Finally, the report <br /> suggests no surface water discharge to or quality problems in Badger Mill Creek. <br /> Woodward-Clyde completed a follow-up analysis of groundwater impacts using the <br /> Wisconsin Geologic and Natural History Survey regional hyrdrologic model as a <br /> base. This analysis modeled existing and proposed groundwater elevations, and <br /> suggested that the effect of the two on-site ponds would be to draw down <br /> groundwater elevations by roughly 1 to 2 feet in the Manhattan Drive neighborhood <br /> and increase groundwater elevations by about 1 foot in the Riverside Drive area. <br />
