DANE COUNTY DEPARTMENT OF PLANNING AND DEVELOPMENT <br /> STAFF REPORT: Petition # 7222 (Jennrich) <br /> Hearing date: 5/26/98 <br /> I• BACKGROUND <br /> Arthur and Carolyn Jennrich seek to rezone approximately 45 acres of land in the Towns of <br /> Primrose and Montrose from A-1 (Exclusive Agricultural) to RE-1 (Recreational). This action <br /> would allow the Jennrich's agent, Mark Renner, to develop a portion of a golf course on the site. <br /> No residential development is planned in the Dane County portion of the proposed development. <br /> Most of the proposed golf course would be located across the county line in Green County. <br /> Green County approved a conditional use permit for a nine-hole golf course on October 30, <br /> 1997. The portion of the course that extends into Dane County would be used for future <br /> expansion of the nine-hole course to an eighteen-hole course if market conditions warrant. Mr. <br /> Renner currently has no plans to include any residential development as part of this project, and <br /> expects the course to pay for itself through greens fees. <br /> IL GENERAL SITE AND LOCATIONAL INFORMATION <br /> The property is located in the southern half of Section 36 in the Town of Primrose and the <br /> southern half of Section 31 in the Town of Montrose. The property is currently in active <br /> farmland, with no residential structures. Farmland entirely surrounds the site, with two <br /> farmsteads within 500 feet of the eastern property line. The property is approximately 2.75 miles <br /> west of the Village of Belleville, with roughly 1,300 feet of frontage on the west side of Argue <br /> Road. <br /> III. ENVIRONMENTAL FEATURES <br /> An intermittent stream flows from north to south in the Montrose portion of the property. The <br /> Wisconsin Wetland Inventory shows no wetlands on the site, and the property is not within a <br /> floodplain. The area is hilly, with slopes ranging from 11% to 17%. The bottom of the hill <br /> slopes are wooded. A flat area, currently cultivated, of roughly 6 acres lies on the eastern side of <br /> the property, along the road. <br /> New Glarus silt loarns (NeB2), a Class I Farm soil, cover approximately 30% of the property, <br /> primarily in the Primrose portion. A mix of Dunbarton (DuD2), Elk Mound (EmF) and Seaton <br /> (SnC2) soils predominate on the remainder of the property (see attached map). According to the <br /> Dane County Soil Survey, these three soils pose moderate to severe limitations on the <br /> construction of golf fairways, due to slopes and the erodible, somewhat droughty soil <br /> characteristics. <br /> 1 <br />
