Argue Rd. It would be fully a mile to the back portion. It is the current plan for the golf <br /> course corporation to hold a right of first refusal for the eventual purchase of this <br /> parcel. 55 acres could hold an additional 9 holes, should development of 27 holes be <br /> desirable in the distant future. Af any rate, the course itself is best served by <br /> maintaining a buffer around itself to avoid trespass, vandalism, etc. <br /> It is simply not true that golf courses are primarily suburban not rural uses. <br /> There are literally thousands of golf Courses all over the United States which were built <br /> in rural areas and have remained rural. Additional thousands are part of small towns. <br /> It is true that to be viable as businesses, golf courses must have a critical population <br /> mass to serve. Most of these coyirses start as nine hole courses and remain so. <br /> However, the reality of most courses developed by private individuals and groups, <br /> rather than by megabucks corporations or governmental entities is that the cost of <br /> suburban land is simply prohibitive) The association of suburban golf courses with <br /> housing is most often because that is the only way to amortize the cost of the land in <br /> suburban areas. <br /> While it might seem reasonable to expect housing development pressure from <br /> the presence of a golf course, that is not demonstrably the case without additional <br /> demographic, social, and economic factors. In point of fact, the greatest single factor in <br /> the development of the existing subdivisions on Argue Rd. in Green Co. as well as <br /> those surrounding New Glarus, Monticello and south of Belleville appears to have <br /> been the perception of difficulty hn finding appropriately sized and priced rural <br /> residential parcels in Dane Co, because of restrictive zoning. Until very recently there <br /> has not been housing developed adjacent to the Edelweiss course south of New <br /> Glarus. I would guess that the sale Of lots there now is part of an overall business plan <br /> to reduce course debt incurred in their recent major expansion of facilities. I cannot <br /> think of any of the new permanent', residents along Argue Rd. who do not currently <br /> work in Madison, or its suburbs! Weymont Run, a nine hole rural course, with which I <br /> am familiar in north central Wisconsin, because it is close to my childhood home, has <br /> occupied approximately 55 acres of'what was farmland for over 20 years now without <br /> generating housing development. There are no additional demographic, social, or <br /> economic factors which are present to propel such development. <br /> A final factor militating against housing development in conjunction with the <br /> course is the fact that there are over 200 currently platted or CSM lots available within <br /> New Glarus township for building. I do not have the figures for Exeter, but I believe <br /> they are likely to be similar. My conversations with local officials and with local <br /> surveyors have indicated that thesel plats and CSM divisions have mostly occurred as <br /> a result of fear of zoning restrictioris similar to those in Dane Co. being imposed in <br /> Green. I mention this not to provoke some sort of debate about development policy, <br /> but simply to identify what the ehvironment has become in northern Green Co. <br /> Depending on perspective, Green Co has either received the gift of Dane Co.'s <br /> rejected development or the problerrji of it. <br /> The net result of this for Argue Rd. is that there are now no operating dairy <br /> farms on Argue Rd between State 69 and Green Co. W. There are no animal <br /> operations, period. The bulk of the farming that remains is conducted as part of large <br /> farm grain operations. One of the neighbors was recently offered in excess of <br /> $200,000.00 for 80 acres fronting Argue Rd. Mercifully, he had the means to be able <br /> • <br />
