On May 4, 1998,the Cottage G love Town Board recommended approval of the request suggesting a condition that hou . of operation be limited to 6:00 a.m. to 6:00 p.m., Monday through Friday, and 7 ..m. to 5 p.m. Saturdays, if necessary. III. SUMMARY A. The proposed batch plant opera ion will be limited in duration, contained within a previously approved mineral ex action site, and adjacent to an intensive highway project. The main issues surrou ding this proposed CUP relate to its potential dust and noise impacts. Appropriate con s itions, consistent with those previously required for the mineral extraction site, should b- included to address these impacts. B. The applicant requests approval of the operation at the public hearing, due to the immediate need for the operatio . If the ZNR Committee approves this request, it may wish to consider the following c.nditions: 1. Operations shall cease no 1.ter than November 30, 1998, except that if the USH 12- 18 reconstruction project is not complete at that time, operations shall cease no later than June 30, 1999. 2. The operator shall develop :nd operate the site according to submitted site and operations plans. 3. Hours of operation shall be from 7:00 a.m. to 6:00 p.m. Monday through Friday, and 8:00 a.m. to 3:00 p.m. n Saturdays. No operations of any kind shall take place on Sundays and legal holid.ys. Hours may be extended temporarily if approved by the town board, with writte I notification being given to County Zoning. 4. There shall be no bulk fuel .tored on site. 5. Trucks shall exit the site di ectly to the USH 12-18 reconstruction project rather than to CTH N whenever p u ssible and subject to any required WisDOT approvals. Direct access to USH 12-1 : shall be prohibited when reconstruction is not occurring in the portion of e highway project adjacent to the CUP area. 6. The operator shall require t at all trucks have muffler systems which meet or exceed the then current st. dards for noise abatement, and shall require that all equipment required for con,rete batching meet or exceed the then current industry standards and state or feder:1 laws for noise abatement. 7. The operator shall spray the site with water if and when needed to control dust. The batch plant shall utiliz: dust control filters as approved by WDNR. 8. If the Highway Commissio er determines that improvements to the intersection of the access road and CTH N are necessary as a result of the batch plant operation, the operator shall improve •uch intersection at its expense to the specifications of the Highway Commissione .
