Streu Construction Company is requesting a Conditional Use Permit for the purpose of <br /> operating a Concrete Batch Plant on lands located within Section#33, T7N, R11E, Town of <br /> Cottage Grove, Dane County, Wisconsin. <br /> This site is owned by Skaar Scattered Acres,Inc.and is currently under lease to Huston <br /> Holdings for the purpose of mineral extraction. Huston Holdings has informed Streu Construction <br /> that they have been approved for conditional use permits from the Town of Cottage Grove as well <br /> as the Dane County Zoning Commission. The area that Streu Construction wishes to operate on <br /> lies completely within the boundaries of the Huston Holdings site albeit on a much smaller area <br /> which will not exceed five acres. <br /> Streu Construction has been subcontracted to perform concrete paving operations for <br /> construction of USH 12/18 from IH 90 to STH 134 during the 1998 construction season and <br /> wishes to utilize this site as a production location for the Portland Cement Concrete Paving <br /> Mixture required to complete this work. <br /> The time frame for usage would begin as soon as permitting allows in the month of May, <br /> 1998 when pieces of the concrete plant would be delivered and shortly after erected. The actual <br /> production of concrete is scheduled to begin the first week in June 1998 and continue as needed <br /> through October 1998 which is scheduled completion of operations. At this time the plant will be <br /> disassembled and removed. If weather does not permit this the plant may not be removed till <br /> spring 1999. Please note that all of the time frame falls well within the permit granted for this areas <br /> use as a mineral resource by Huston Holdings. Operations will primarily during a two week period <br /> in June and a three week period from late August through mid-September. <br /> At peak, operations will utilize up to eighteen tri-axle and quad axle trucks hauling the <br /> Concrete Mixture to the paving operation.Access will be either off of CTH N to 12/18 or if the <br /> DOT will allow- directly to the grade. Peak operation should only consist of approximately twelve <br /> working days. The remainder of operations will utilize seven or less trucks.Normal working hours <br /> for operations are 6:00 A.M.to 6:00 P.M. Monday through Friday, unless special circumstance <br /> requires.No activity will take place on Sundays and/or legal holidays. <br /> Streu Constructions portable batch plants are equipped with noise control devices such as <br /> mufflers and dust control filters as approved by the WDNR. Operations should have no permanent <br /> damaging effects to the site. As part of the Huston Holdings Erosion Control Plan the site is <br /> bermed to prevent runoff from the site as well as an aid for controlling noise. Dust control for <br /> hauling operations will be achieved by water trucks being available to spray haul areas. <br /> Above all and utmost is that this particular site is extremely close to the Highway 12/18 <br /> project. This allows our access to the project with maximum safety and the lowest potential for <br /> inconvenience to the surrounding population as well as the motoring public. We believe that this <br /> location serves best the interest to all parties involved. <br /> As mentioned above,we are requesting usage of this site nearly immediately. Therefore we <br /> would respectfully request that if at all possible,the Dane County Zoning and Natural Resources <br /> Committee issue a decision at their May 26,1998 Public Hearing. <br />
