December 8, 1999 <br /> Page 2 of 2 <br /> Hwy 12/18 (Madison to Cambridge Road) is a definite improvement for vehicular <br /> traffic and safety. The Hwy N bridge is also a much needed safety improvement for that <br /> intersection. We are definitely in favor of these types of highway improvements. <br /> However, we do have a problem with the callous attitude that is shown towards area <br /> landowners who have to deal with the water run-off problems created by these projects <br /> that are designed without any storm water management engineering. Just stating to a <br /> landowner that "the water still flows the same way it did before the road was improved" <br /> just shows a puerile, bully-like attitude which I would assume the Wisconsin Department <br /> of Transportation would not like to be associated with. Plus, how can anyone claim that <br /> the drainage has not change? Even if the same amount of water falls on the same <br /> amount of land you still have a substantial increase in the amount of impermeable <br /> surfaces, increased slopes to accommodate the overpass and ramps, more ditching, etc. <br /> all of which leads to greater amounts of channelized flow at much greater velocities. <br /> This channelized, high velocity flow (where there used to be gently infiltrating rain fall <br /> over agricultural land) now is causing existing swales to erode, new swales to be <br /> formed, agricultural difficulties in farming this area, sedimentation of area streams, <br /> reduced water quality of area watersheds, etc. <br /> As owners of a portion of the land in the NW Quadrant of the Hwy 12/18— Hwy <br /> 'N' Interchange, we have decided to help alleviate some of the drainage problems by <br /> building a detention pond as part of our reclamation plan for our nonmetallic mining <br /> operation. In order to facilitate the design of this pond and our reclamation plan we need <br /> the run-off calculations for the culverts, which are discharging to this area. Due to the <br /> time constraints imposed on us by the county to reclaim this site as originally permitted, <br /> we must receive these calculations with in the next month. If we do not receive these <br /> calculations from WisDOT within the next month, we will be forced to hire an engineering <br /> firm to complete an extensive drainage study of the area and therefore, be forced to bill <br /> WisDOT for this work (which they should have completed before this Hwy 12/18 project <br /> was even built!). <br /> If we do not receive any response from the Wisconsin Department of <br /> Transportation within the next month, we will assume that you have read this letter and <br /> agree to being billed for the drainage study of this area. <br /> Sincerely, <br /> c.c;IGibvic>i <br /> Dennis Richardson <br /> Engineer- R.G.
