The cooperative plan between the town of Burke, Village of DeForest and cities of Madison and Sun <br /> Prairie details the timeline and process for boundary and land use changes until the town is ultimately dissolved <br /> into the 3 municipalities by October 27, 2036. Your property lies within the "boundary adjustment area” for the city <br /> of Madison, meaning that your property will become part of Madison by October 2036. <br /> The cooperative plan includes a provision stating that, "The Parties agree that all"development"within all Town <br /> territory shall be subject to approval by the respective City or Village to which it will eventually be attached, in <br /> accordance with the respective City or Village Development Requirements."(page 6-7) <br /> The plan defines development as: —Develop"or"development"refers to division of land, or construction of more <br /> than one principal structure on a parcel of land, or rezoning a parcel from a residential or agricultural <br /> classification to a non-residential classification..."(page 10, emphasis added) <br /> The cooperative plan can be found online here: https://www.citvofmadison.com/planning/pdf/BurkeDe.pdf <br /> Your proposed rezoning from A-1 Agriculture to C-2 Commercial at 5337 Reiner Road would trigger joint review of <br /> the proposal. While Dane County is not a direct party to the town/city cooperative plan, I wanted you to be aware <br /> that the plan could nonetheless impact the outcome of your zoning petition. In addition, your proposal will be <br /> reviewed against the town of Burke's comprehensive plan. The town's "future land use" map designates your <br /> property as"Rural Residential", and town plan policies call for residential uses at a density of 1-2 dwelling units/ <br /> acre. The town plan does not appear to accommodate commercial uses in this planning category. <br /> I encourage you to contact city of Madison planning staff at your earliest convenience to discuss your proposal. I <br /> have copied city of Madison Senior Planner, Rick Roll, on this letter and have already forwarded your application <br /> information to him. I've also copied town of Burke Clerk/Treasurer, Brenda Ayres, so that the town is apprised of <br /> the issue.
