It appears that all 8 of the environmental <br /> corridor parcels which CARPC is showing in their system were newly added environmental corridors that arose from the <br /> USA amendment application in 2012. They all appear to be either proposed parks, proposed stormwater areas, or lands <br /> that were proposed for some type of private preservation area, such as a wooded buffer area on certain private <br /> lots. None of them are wetlands, navigable waterways, flood plains, or any kind of existing public facility. <br /> In our new plat, some of these park and stormwater areas have been moved around, and some of the preservation lands <br /> may have been reshaped somewhat, as compared to the USA application. None of this should affect our ability to <br /> develop the lots and streets proposed in the current version of the Bear Tree plat that you are considering, as they are <br /> all the typical corridor adjustments that need to be made as a plan moves from the USA amendment/comprehensive <br /> plan stage to the platting stage. <br /> In most communities, we normally put a condition of approval on the plat that these kinds of environmental corridors <br /> be reconciled when the plat is approved and the information provided to CARPC as a minor amendment to the corridors, <br /> at which point CARPC staff amends their maps to conform to the plat. We hope to have the Town of Windsor's approval <br /> of our preliminary plat tomorrow, at which point all of these locations will be finalized from the point of view of the local <br /> government. It would seem to me that a resolution by the Town approving the preliminary plat, which would then be <br /> provided to the County planning/zoning staff and to CARPC staff as an amendment to the corridors, would take care of <br /> this issue.
