That the expansion of a mineral extraction site or the establishment of new sites meet
the conditional use standards of the Dane County Zoning Ordinance after consideration
by the Town Planning Commission and Town Board. In summary form,the conditional
use standards address these basic issues:
• That the conditional use will not be substantially detrimental to or endanger
the public health, safety and general welfare;
• That the other permitted uses,values and enjoyment of other property in the
neighborhood shall be in no foreseeable manner substantially impaired or
diminished by establishment,maintenance or operation of the conditional use;
• That the conditional use will not negatively impact the future development of
neighboring property;
• That adequate access roads,drainage,and other necessary site improvements
are provided in the conditional use;
• That the conditional use will not have a substantially adverse impact on
traffic congestion on public roads;
• That the conditional use conforms to other applicable zoning district
regulations.
Note: In most cases,both rezoning to the A-2 Agricultural District and a conditional use
permit will be required. If the site is dearly inappropriate,the zoning should be
opposed. If the use can be accommodated under certain conditions,then any necessary
conditions should be suggested to the County Zoning Committee.
c. Commercial and industrial uses on-site should be limited to those directly related to
mineral resource use such as redi-mix concrete and hot mix paving plants. Careful
evaluation of the air and water quality impacts from hot mix or reds-mix plants should
be incorporated in the review process.
44
EXHIBIT D-4
