Rural Non-Farm District <br /> • <br /> '1 he Rural Non-Farm District is established to provide for rural land uses other than farming related <br /> .3:tivities. Such land uses may include institutional,resource extraction,equipment storage,and <br /> gri-business. <br /> .1 olides: <br /> 1. All land uses in this district shall be compatible with agricultural land uses on adjacent <br /> parcels. <br /> . Permitted uses may include institutional activities,resource extraction,utilities, <br /> equipment storage,recreational lands,and agri-business. <br /> :. To recognize mineral extraction as a necessary land use to provide construction materials for use <br /> by both the public sector and private sector. New or expanding mineral extraction sites will be <br /> considered for rezoning if the following polities and criteria are met: <br /> a. Copies of the maps,reclamation plans,and application materials submitted to the <br /> county zoning administrator should also be submitted directly to the Town by the <br /> applicant. <br /> b. That the expansion of a mineral extraction site or the establishment of new sites meet <br /> the conditional use standards of the Dane County Zoning Ordinance after consideration <br /> by the Town Planning Commission and Town Board. In summary form,the conditional <br /> use standards address these basic issues: <br /> • That the conditional use will not be substantially detrimental to or endanger <br /> the public health, safety and general welfare; <br /> • That the other permitted uses,values and enjoyment of other property in the <br /> neighborhood shall be in no foreseeable manner substantially impaired or <br /> diminished by establishment,maintenance or operation of the conditional use; <br /> • That the conditional use will not negatively impact the future development of <br /> neighboring property; <br /> • That adequate access roads,drainage,and other necessary site improvements <br /> are provided in the conditional use; <br /> • That the conditional use will not have a substantially adverse impact on <br /> traffic congestion on public roads; <br /> • That the conditional use conforms to other applicable zoning district <br /> regulations. <br /> Note: In most cases,both rezoning to the A-2 Agricultural District and a conditional use <br /> permit will be required. If the site is dearly inappropriate,the zoning should be <br /> opposed. If the use can be accommodated under certain conditions,then any necessary <br /> conditions should be suggested to the County Zoning Committee. <br /> c. Commercial and industrial uses on-site should be limited to those directly related to <br /> mineral resource use such as redi-mix concrete and hot mix paving plants. Careful <br /> evaluation of the air and water quality impacts from hot mix or reds-mix plants should <br /> be incorporated in the review process. <br /> 44 <br /> EXHIBIT D-4 <br />
